This quest is not offered for my alt; after completing "Field Research", nothing else happens. My alt has done six quests of the zone campaign, and main has finished campaign. Perhaps there are further campaign prerequisites?

I'd love to know what this quest is gated behind. My main didn't get this quest; the last one eneded abruptly without anything happening after turn-in.

This part of the questline didn't show up on my main & initially didn't show up on my Alt, but then did show up after doing just a handful of other quests in the zone (same day, ~hour later):

It didn't show up at LV70, it did show up at LV72.
It showed up shortly after I had reached "Crony" (3/9) reputation with The Weaver.
It showed up shortly after I completed The Wormland part of the meta achievement (Greenspeaker Na'layro's questline) on my alt, though I had already done it on my main.

I *believe* the key part here is reaching Crony status with The Weaver, as a lot of other quests in the zone seem to be similarly Reputation-locked.

Like others, after completing "Field Research" on my alt I did not get "Resounding Repercussions". After reaching 78, "Tool of Atunement" showed up on my map. After completing "Tool of Atunement" I got the followup "The Path of Dissonance" which leads to "Resounding Repercussions" upon completion.

I did the main campaign with my druid, and was leveling my Hunter doing Sojourners.
with my hunter:
-I had done most of the Sojourner of Azj-Kahet achievement.
-I even reached level 80 with no quest
-My reputation with the Weaver was Collaborator (5/9), The general Crony (3/9) and Vizier Accomplice (4/9).
I STILL DID NOT HAVE ANY FOLLOW UP QUEST.
Decided to come back with my druid and there it was.
So I would add to the list: TOON THAT HAS COMPLETED THE CAMPAIGN

I'm at lvl 79 and at Renown 15 with The Severed Threads and Conspirator (8/9) with The Weaver, and I still don't have this quest.

Then I went back to the campaign, which is up to Friends at Low Places, and found that Orweyna is the quest giver. The next quests are about the Nerubian Extractors. Then Orweyna flew away, and Spindle appeared to lead me to the town. After the campaign chapter "Friends in the Dark" is completed, the Tool of Attunement (first quest of this storyline) appeared, even though I have already finished the second quest.

After I finished Tool of Attunement, the next quest jumped to #11, The Path of Dissonance. That quest sends me to the location of this quest, and the next quest is this quest.

So, the requirement is complete campaign chapter "Friends in the Dark", and the order at the top of this page is messed up.

Description

I did not mean for... <Orweyna's eyes narrow.> Fetch him, <name>. You were exposed to the Black Blood, too. But Hannan took most of it. He has entered the Unseeming, his mind shifted to a realm beyond our eyes through exposure to the Black Blood. You may need to join him, however far in he ventured, to retrieve him. I will activate the nerubian cleansing instrument for when you return. Do not lose yourself in that altered state.
