I wasn't sure as it didn't really say from the quest text. After you clear the drain at the end of the delve, you gather your loot and leave the delve for the last step of the quest. The activation console is back near Dagran where you originally picked the quest up. Don't be like me and wander around the delve to see if I missed anything.

You finish the Waterworks restored part AFTER you exit the delve... dont do it twice like me :/

For the "Waterworks Restored" part, you have to leave the delve and go to /way 47.29 42.39 and click on the console there to complete it.

If you DC, server resets or the Delve resets for any reason, you may need to abandon quest and retake. Just remember, DO THIS FIRST:

Wax Left Destroyed
Wax Right Destroyed
Left Waterwheel Activated
Right Waterwheel Activate

If you go into the Delve before doing this step, you will not be able to do "Main Drain Restored"... the pile of kelp at the end of the Delve won't be clickable
I hope this saves someone some heartache!

(Main Drain Restored) Inside the Waterworks boss room, the drain is in the water to the right of the little bridge. I ended up missing it a couple times.

Don't forget to unclog the drain near the treasure room for the quest, or you have to do the delve all over again! (Don't ask me how I know this.)

Don't forget to do the drain quest in the Delve. Or else you have to do the whole annoying thing again.

For anyone wondering. The last step: Restoring the Waterworks, takes places outside the delve. So you can just leave the delve and finish the quest.

If, like me, you're suspicious of leaving an instance with a quest incomplete (thank you, Blizz, for not making it clear)...leave the delve after you have cleared the drain in the final room. Then fly to /way 47 42. You'll see a highlighted control box by Dagran Thaurissan II. Click on that.

Description

Overly enthusiastic kobolds, angry elementals, and a broken-down power plant. This place is in shambles! Do you spot those large wheels on each side? They should be moving, but they're not. We'll need to get those moving again if we want this place to come back to life.
