The moonwell is at 38,34 as stated by Reorx.

Once you arrive, you'll also find Sentinel Arynia Cloudsbreak which should give you the quest The Enchanted Glade.You'll also find a Journeyman Enchanter at 36,34 just NW of the moonwell.

and are open to all races of the alliance.

The moonwell is now at (40,29).

As you approach it, the Shade of the Kaldorei will spawn to continue his story.

Shade of the Kaldorei approaches the moonwell slowly, a familiar, thoughtful look upon its face.
Shade of the Kaldorei says: Over time, Staghelm only grew more disconnected from our people.
Shade of the Kaldorei says: Some pose that he blames us, his people, for the loss of his son, long ago during the War of the Shifting Sands.
Shade of the Kaldorei says: Others cite rumors of his escalating conflicts with Tyrande Whisperwind, the shining light of our people, our leader in Darnassus.
Shade of the Kaldorei says: But many druids of the Cenarion Circle stand firm that he wants only what is best for all of the Kaldorei, and serve him unerringly towards that end.
Shade of the Kaldorei says: Fandral Staghelm carries the burden of our sins and our follies, and in so doing deserves the respect of us all.
The Shade of the Kaldorei closes its eyes and fades away.

Found the moonwell fine but can't find the quest giver. There's the yellow question mark at the crossroads where he should be but he isn't there. I even went back to Dolanaar.

Edit: Made like I was going into Darnassus but didn't go all the way in, ran back, and there he was. It's not like he wanders the paths so I'm not sure why he wasn't there. Stopped and smelled the peaceblooms must be.

i had same problem as a lvl 85 pally going for the ach. i had to fly into the darnassus zone, wait 5 ses then fly back to the crossroads. worked great! thanks.

I just relogged where he's supposed to be and he poped up. Weirdly enough /reload did not work, had to actually log out and back in.

In 4.3.2 this quest wasn't available to me until i finished The shimmering frond and its follow up quest The sprouted fronds.

Has anyone tried sharing this quest with a lvl 1 character? I am interested to see if someone at lvl 4 or abv who has completed the 'seeds' and 'sprouts' quests can do this. The pre-req's for this 5-part quest chain state only a lvl 1 pre-req.

It seems that in order to get "Timberling Seeds" and "Timberling Sprouts" (the prerequisites for this quest) to become available, The Relics of Wakening and Ursal the Mauler must first be completed. Then, Syral Bladeleaf will direct you to Denalan who will then have the quests available.

Just updating that this quest, in 7.3.5, still shows the ! at the crossroads outside Darnassus, but is obtained from Corithras in Dolanaar, south of the main building.

As of patch 7.3.5, the quest marker currently shows a wrong location on the map, the actual location as show here on Wowhead is the correct one

Description

You must now visit the moonwell that rests under the boughs of the Oracle Tree, far to the northwest. The first and most powerful of our wells, its waters are said to possess the very essence of Elune's Powers.

Retrieve a phial of its water and return to me. I will meet you at the crossroads in front of Darnassus when your task is complete.
