Got the 3rd set of notes then there was no lead on where to go next. I looked all around for Bovan and cannot find him.
Edit: I had to abandon and actually use the potion instead of flying to each point, Bovan was at 33.17, 42.8

Strange that after finding the final set of notes there's no real indication as to where to find Bovar.
I wandered around a bit.
Bovan is at the spot that we fly to in The Nokhud offensive dungeon version of the hold.

Warning for pet classes: the potion won't do anything for your pets, and you'll get unstealthed when they get aggro, so you'll need to dismiss them before heading in.

Unlike most stealth quests in the game, you can perform most actions and skills (provided you don’t attack something). This includes spells like Blink as well as opening chests. Using Fallen Spirits will create aggro and will drop you out of stealth.

In Warcraft III, Bovan Windtotem was a spirit walker in Mulgore. Together with Rexxar, he retrieved Baine who was captured by centaurs and returned him home to Cairne

In one of the huts there is a ghostly Fallen Spirit you can free who will help you fight if you need it. But be careful, some of the huts have that blue circle around them which will make you visible so check before you enter.

So, I didn't read the quest details and just went there as an L70 400+ monk. Got to the notes and smoked. Returned, smoked again. Read the quest and found out the potion. Returned, drank potion - smoked. No blue circles or animals, just immediately all the mobs freaked and jumped on me. I guess do potion and sneak in. My damages cost could have bought me a vay cay in Booty Bay.

Description

Time is against us, <name>. We must find Bovan as quickly as possible. This hold is teeming with centaur. Our search will go faster if we split up--and it will be easier to slip by the patrols. Take one of these potions I brought. It should help you go undetected, but beware of the Nokhud wardogs. If Tomul spoke correctly, they will sniff you out. Search the area for Bovan. If you find him, get him out. Do not wait for me.
