Full questline to get Lord Basilton:

Garden Variety. Speak with Gyrympech.
Azeroth Pest Control. Kill 8 Agitated Seedlings in the Gardens.
A Hand in Cultivation. optional.
One Drakonid's Junk. Bring the pocket watch to Gryrmpech in the Gardens.
Elemental Extract. Collect Watery Essence in the Gardens.
Lashing Out. Kill 10 Invasive Deathblossoms and Lasher Weedlings in the Gardens.
New Kid on the Clock. Take the pocket watch to Orizmu in the Gardens.
Like Sands Through the Hourglass. Collect 8 Piles of Windswept Time Sand in the Gardens.
Flame at Last. Use the Concentrated Essence of Water to defeat the Blazing Inferno in the Gardens.
Carry On, Basilton. Speak with Basilton in the Gardens. Rewards: Lord Basilton.

All five appearances can be obtained from Gryrmpech after completing this quest. So choose the one you want most, but you'll be able to get all five eventually.

Two of the tines on the garden rake wouldn't even touch the ground if you used it to rake leaves. LOL

They assured me that they have it in hand, actually 'in shovel' is actually the phrase they used, I am not sure what they are meaning I am sure they will fill you in.

This might be one of the worst written quests I've ever read in this game.

this quest is the same as "Garden Variety" quest. both breadcrumbs to "Azeroth Pest Control" quest, so you don't need to do either of these to do the chain. however unknown factors cause some people to get the bread crumb "Garden Variety" while others get "A Hand in Cultivation". I could not find anything like class or race that correlates so maybe its based on other valdraken quests or just random.

TLDR if you cant get the "A Hand in Cultivation" quest, you can take the "Garden Variety" quest, or just skip right to "Azeroth Pest Control" to complete the quest chain.

To add to my response to MarurabaATX:

My pally was not offered this quest on hitting renown 6 even though I still need mog from it. I've started to notice cosmetic weapon reward quests not being offered if 1) I have all the rewards or 2) if that toon doesn't normally use that type of weapon. In this case the pally can't learn any of the cosmetic weapons I have left to learn (Staff/Dagger). Next toon to reach renown 6 is my druid and she WAS given the quest. So feel pretty sure no quest will be offered if there is nothing that Blizz deems as learnable by that toon. Would rather some kind of token reward (gold or supplies) be offered in this case and still get the quest. Odd design choice.

Seek out Gryrmpech in the Gardens of Unity.

Description

Greetings mortal, I have word from our Head Gardener Gryrmpech. The word is that the gardens are in a state of chaos, but I don't know if that is abnormal. They assured me that they have it in hand--actually, 'in shovel' is the phrase they used. I am not sure what they are meaning; I am sure they will fill you in. Please, seek them out and they will outfit you appropriately for the situation.
