The Dragon Isles Await popped up on login after patch 10.0.2 was life.
This is the horde version of the Dragonflight's prepatch event.

The Dragon Isles Await - travel to Orgrimmar
Aspectral Invitation - talk to Ebyssian (cinematic)
Expeditionary Coordination - find the marked 3 NPCs
The Dark Talons - talk to Kodethi
- leave Orgrimmar and meet Naleidea Rivergleam outside
Whispers on the Winds - talk to Archmage Khadgar (cinematic)
Legacy of Tyr: Secrets of the Past - Uldaman dungeon quest. You can queue up for the quest by looking at specific dungeons
Chasing Storms - talk to Storm Huntress Suhrakka next to you (vendor)
A Primal Threat - quest to collect items at the prepatch events.
You can find these events in Badlands, Northern Barrens, Tirisfal Glades (currently unavailable) and Un'goro Crater, marked on the world map

Questline took about 5 minutes (without dungeon).

Ok to save anyone else the problems the I had trying to find , he is atop the Valley of Wisdom's "back shelf" or for those who have coordinates (TomTom or the like).
44.08 38.09 is his location.

I have hit level 10 on multiple characters and I am receiving the quest to go to the dragon isles. Only when I go to one of my higher level characters am I getting campaign. I would like to be able to access it when it should be available. why is it not work for lower levels like it should? I'm not the only one who has had this problem.

Many of the guide websites for getting into Dragonflight are incorrect: you must actually be level 60!

For those who are confused about why it doesn't auto-accept this anymore: looks like the addition of DF to Chromie Time has prevented it from immediately popping up when you ding at 60. Instead, go directly to either Wrathion or Ebyssian, depending on faction. They will have the initial quest for you there.

As of the War Within starting it seems no characters level 70 plus (with the exception of dracthyr) can start any of these quests if they haven't already. Like our Remix characters, they are for now locked out of doing these quests. At least until Blizzard fixes it.

Funnily enough, especially if you have a maxed Warband Mentored Leveling buff, you will get to level 10 in the middle of a questline like the goblin starting questline and you can use this quest to skip the rest of the questline.

Description

Heroes of the Horde, I bring news. The Dragon Isles are awakening! The Isles went dormant in the wake of the Sundering. But now, at long last, they have called my kin and me home. While the Isles hold many wonders, it is also a perilous land. We will require the aid of our mortal allies to reclaim our legacy. I am about to present the Aspects' invitation to the Horde Council in Orgrimmar. Meet me there and we shall see what they have to say.
