You need to use Pouch of Puffpetal Powder near the forge for him to summon.

The Pouch of Puffpetal Powder has unlimited uses and can be used anywhere. As long as you don't complete or abandon the quest the item will remain in your inventory and be available for use. When used it throws a large purple/pink cloud of glittering dust up into the air. A magical noise emanates and runes flash inside the cloud. In my opinion this quest item is far more cool and valuable than the little bit of experience and gold that completing the quest grants.

His Sneezing Fit is a damage-dealer and can, in fact, kill you. It's easy enough to avoid, just be aware that you need to avoid it.

Check all of the spots with Swirly glyphs, when I finally found him it was just after spraying one in the inner circle (ie not at the "forge" like root feature that another commenter mentionned). Also worth noting was that I had to keep clicking the item within my bags, as the quest click version of it just wasn't working.

Just thought I would point out that "Ages-Echoing Wisdom and Idle hands" do not actually need to be done for this storyline to get the achievement.

I present Tricky Spriggans Storyline. This Story line have 7 Quests. This Story line is a part of Sojourner of Ardenweald and required to get Swift Gloomhoof.

Yeah, I feel like it's a gross oversight to fail to mention this first requires you to do the storyline ending with Well, Tell the Lady Well, Tell the Lady#comments. Which maybe requires another storyline before that - I don't know. But my point is, not mentioning that is providing an incomplete answer, especially since both storylines are optional.

Description

Now we can strike down their leader, friend.

It just so happens that I have a large pouch of puffpetal powder right here. Why don't you take it and toss a few handfuls around the workshop floor at the top of the falls? If they are still there, I imagine they will have an... unfortunate reaction.

While you do that I will gather the other elders and make our way to Glitterfall Basin. Speak with the Lady when your task is done.
