Don't go toward the second quill. You have to trace the one you're "standing" on. I found zooming in was the best method. Rinse and repeat for the others.

If you're confused by this quest, you are the very small enchanted pen. I suggest zooming way in so you can see up very close. The tip of the pen is not exactly where it looks like it is, so when you are tracing the circles you might need to rotate your camera to look straight down. Also, I found that by using the asdf keys and making very small movements and adjustments I could stay on the circle outline with pretty decent accuracy. If you use your mouse it moves too fast and you may tend to stray off the outline.

in my experience - was comfortable to turn into walk mode (default "/" at numpad).
but still need some practice because not quite obvious where the drawing point is.

Some quests probably sound good at the design phase but the execution leaves much to be desired and should probably not be kept in game. This quest is one of them. Hell, this whole quest chain feels like busy work.

Why couldn't scribes just buy the new recipe off the trainer like most of the other professions?

I accept the quest.
Click on the quill.
Am transported to the first rune BUT Instead of my action bars being replaced with vehicle action bar and me being a pen, I remain my toon avatar and I'm stuck just standing there till I abandon the quest.

Bug? Am I doing some wrong? I've looked at pictures and YouTube and I should become a pen to trace out the runes.

If you don't see any quill whatsoever, like myself, try zooming in all the way and then look directly down. Still not fun, but you can get the vast majority of it without screaming or doing some arbitrary blind back and forth motions
