The Cutwater and Blacktooth mobs are easily identifiable by their nameplates.
The "Bilge Rat" mobs, however, are the Ookins.

The mobs you need to kill can be found between the flightmaster and the arena near the north of freehold.
Be aware that when you attack a mob from a specific faction such as the blacktooth, other mobs of the same faction will come and help out the mob you attack.
Other mobs from a different faction will remain neutral, unless you use AoE attacks and they get hit by it.

Normally your hat gets removed when you attack someone in freehold, but not while on this quest if you attack the right kind of mobs.

Each of Orders drop from specific mobs.
The good thing - your disguise doesnt ruin during the quest (if quest mobs attacked)
As the mobs have different factions, they dont care if you kill another ones.

The Big Job quest is located in Tiragarde Sound Dead Man's Tale on Kul Tiras Isle.
It's a part of Freehold quest line to obtain A Sound Plan achievement.
To complete the quest collect Bilge Rat Orders, Cutwater Corsair Orders and Blacktooth Bruiser Orders from 3 pirate bands in Freehold.
Enemies you have to kill will be a part of one of the bands: <The Bilge Rats>, <Cutwater Corsair>, <Blacktooth Bruiser>.

After many attempts I was about to give up, HOWEVER, I found three mobs in a row that all dropped the required items.

Near the rare mob Carla Smirk located near 72.2, 81.3 there was a Bilge Rat, Cutwater Corsair and Blacktooth Bruiser. All three quickly dropped the items. Maybe it was just luck, but I thought I would share this with the community.

2a. The Irontide Crew	Flynn Fairwind - You need to collect 3 Azerite Cutlass ( kill Irontide Cutthroat ) and 2 Trickshot's Azerite Powder Horn ( kill Irontide Trickshot ) drop is not 100% you can find mobs in Freehold.	Flynn Fairwind

A WORD OF ADVICE: You will be given an Irontide pirate disguise (extra action button) for the Dress to Impress, which allows you to do that one and several others, as you will be neutral to Freehold citizens. DO NOT DO Fairwind's "Friends" until you've done (and turned in) everything else in Freehold. When that quest is complete, you will lose your disguise! It makes it very hard to do the other quests or even just to turn them in, because you'll have to kill everything in your path!

Quests in the main Freehold line: The Keys to Success in Freehold, Raise a Glass!, Rodrigo's Roost, The Big Job and Fairwind's "Friends".

Freehold side quests: Recruiting Efforts, Flew the Coop, Rodrigo's Revenge, Missing Treasure!, Loaded for Bear, The Beatings Will Continue, and Rig Robbing.

I thought I was looking for a specific type of Cutwater, the Cutwater Corsair. I finally just started killing any Cutwater and the orders dropped after three kills. Note that if other Cutwaters are around, they will join the fight.

The only reason this is such a "Big Job" is because the drop rate for the quest items SUCKS... >.<

Got the corsair orders from a corsair duelist, the bruiser orders from a bruiser, and then after killing every Vulpera I could find, I took a chance on a bristleback Horker and it dropped the bilgerat orders

74/82....got all three in less than 5 minutes after struggling everywhere else. I guess the obvious is to look for small isolated groups. Good luck!

The biggest problem with this quest is that you cannot isolate your opponents. Even opponents from different factions will attack if in the area. This is the kind of thing that Blizz is doing these days that just makes questing tedious and depressing. If I hadn't already struggled thru 2 of 3 of ther "orders" I'd give it up.

Late to the party, but I was just having the same problems everyone else was with no drops after at least 20 kills in the area around Barman Bill. Decided to see if there was some interaction with other quests causing the problem. I turned in the parrot feeding quest, then did the parrot riding/crap dropping quest. Next 3 kills (again around Barman Bill) dropped the orders I needed.

Description

So the Irontide Raiders are bringing the various outlaw crews together for a big job using weapons provided by the Ashvane Company. Something tells me they're not going fishing. We should see if members of the smaller crews are carrying any notes or orders. I trust you can handle it? I need to lay low and catch up with Venrik. If anyone else were to recognize me, the odds of them offering a friendly drink are precisely zero.
