When I turned this quest in the NPCs disappeared abruptly. The next leg of it starts at Evermoon Terrace in Suramar City.

My map showed the turn-in location for this quest as Evermoon Terrace, but First Arcanist Thalyssra can also be found at Lunastre Estate, right where she gave you this quest. This is a short run/ride from the Promenade location, which was the last one I went to. After turning it in she disappears and can only be found at Evermoon Terrace where she gives you the next quest, On Public Display.

For those having trouble trying to find the locations of the essence, they can be found at:

-The Grand Promenade (41.81, 69.74) just past the jewelers market.
-Shimmershde Garden (45.49, 72.19) on your way down to Evermoon.
-Evermoon Bazeer (50.84, 79.10) an inn by the Terrace where the portal is located.

After you complete the quest, she is found in the terrace conversing with Silgryn.

If you want to do it the easy way after she gives you the quest run to the Promenade one you'll find them inside a store. Then you can fly back to Meredil and take the Sanctum portal will take you closer to Shimmershade Garden location, again fly back to Meredil and take the Terrace portal quest is close enough.

Promenade Essence can be found inside a building, entrance is at 41.8 69.4 point, The Grand Promenade area. Interact with essence to help Thalyssra get them.
Shimmershade Garden Essence can be found at 45.5 72.2 point, area named Shimmershade Garden. It's on the lower level of city, you can jump / fly down to there with any stuff / skills, take stairs or portals
Evermoon Bazaar Essence can be found in a building, coordinates are 50.7 78.9, it's an area named Evermoon Commons

Now you have to find Thalyssra and turn in the quest. You can get back to Lunastre Estate or go to Evermoon portal on the top of tower, teleport pad to the top is at 51.5 78.9 point.

I'm at Shimmershade and I can click on the Echoes of Vanthir all I want but I can't pick anything up, the Shimmershade Garden Essence never appears, etc. What am I not doing?

If you happen to have the Forces of Oppression world quest to kill demons and soldiers around Evermoon and Shimmering Gardens. I recommend knocking these out at the same time. Thalyssra can pretty much lay waste to an entire block on her own.

Careful using your glider and landing on a rooftop, this bugged out First Arcanist Thalyssra for me and she did not appear by my side once I dropped down. Simply logged out and logged back in to fix this.

She is a bit slow to get rolling but her DPS is decent.

0acer0 on this thread provides the locations. If you having flying unlocked, Thalryssa will follow you if you shortcut right to the points 0acer0 provided.

She's a bit buggy if you use flying. She tends to get stuck on rooftops, just fly from one to another till you eventually find a roof where she will jump down from to get to the locations.

Had no trouble with the first two locations, but the last location (Evermoon Bazaar) no essence popping up when clicking on the glowing NPCs. Waited and tried again without success and waited some more.

What I ended up doing to resolve is logging off and back on completely and this seems to have done the trick.

Quest completed.

Description

Vanthir... an example! That certainly explains why Elisande chose to hold him this long.

We need to move quickly. I can track him, but I will need to find places where his Arcane Essence is strongest.

This will not be an easy feat, not in a city this old, but with any luck there are a few places important enough to him that he left a little bit of himself behind.

We should start in the promenade- he often visited it for business.
