This begins a short quest line that results in Millhouse Manastorm becoming your follower in Legion. The bread crumbs to this quest start with Final Exit.

After this quest Millhouse Manastorm will be hanging out in your class hall with a quest -- just a simple "talk-to-me-and-I'll-become-your-follower". There's no breadcrumb to lead you to him, just go find him.

Dude, my squishy mage just can't take on the demons alone. I found Millhouse by accident after I died.

I ran and scouted the place as a ghost, and found his cage. After rez, I use Greater Invisibility to escaped the demons and pop back up behind Millhouse's cage. The room he was in was relatively empty, and you gotta get a key from a nearby mob that walks up and down the stairs to your left. It wasn't too hard, I had my hall champion aiding me.

After you get Millhouse, you can continue to finish the other quest More Than Just A Food Vendor. Millhouse will follow and help you till you finished up with the area.

It was somewhat vexing to me that Millhouse was all "You must be the one I've been hearing so much about" when he spent nearly two years as my garrison follower in Draenor, but I'll just chalk that up to some combination of Draenor being on an alternate timeway, his self-obsession, and him being completely off his nut.

Edit, with some info that is hopefully more useful than my initial comment:

After completing this quest Millhouse will be back at the mage class hall offering Champion: Millhouse Manastorm, which results in him becoming your champion, Millhouse Manastorm. His unique ability, Master of Mages, is kind of a mixed bag, extending my ongoing love-but-sometimes-hate relationship with Millhouse. It gives a significant boost to success chance, pushing some missions for me to nearly 200% and practically guaranteeing the bonus. The penalty of doubling mission duration, though, really hurts for the already long high-value missions. Sometimes I find myself opting instead for lower bonus chances by booting him from the party, just to not have it take so long. I'm contemplating benching him in favour of Ravandwyr once I've kind of maxed out special stuff from missions, since Garrison Mission Master is telling me he will often give solid success chances.

This page (the one your reading right now) has some peculiar information about the quest, notably that it seems to complete all over the world, and that stages 3 and 4 of the chain are alliance-only while 6 through 8 are horde-only. The first issue is easily explainable with it being turned in to the Archmage Kalec hologram that is summoned wherever you are, but I have no idea why the different stages are tagged as faction-specific.

My squishy mage just couldn't put out enough DPS to get past the guards between the entrance and Millhouse.

So I also used Greater Invisibility to get sneak past them and managed to get to the room that Millhouse is in. Talked to him from behind his cage, then killed the jailer on the stairs to get the key.

Don't worry about going back to the prison entrance to the kill the guards or feed the prisoners for More Than Just A Food Vendor, you'll find plenty of guards and prisoners to finish up those quests as you proceed down the stairs and into the dungeon with Millhouse.

Go inside the Arcway Vaults (a cave near sitting Kalecgos, coordinates are 34.6 84.2), take the left way and proceed until you find a Millhouse in a cage. Key dropped from Inquisitor Norvir (patroling the stairs down area).
