A faster/easier way to get here, which will also avoid tons of mobs, might be if you fly to Felblaze Ingress in Azsuna and run northeast, rather than taking the portal to Felsoul Hold.

The fastest way to reach him -- There is a pathway* from the beach on the coast of Suramar at coords 25, 89. It will take you right up to Kalec. Some birds in the area, but they did not aggro. This is by far the fastest way that I have found so far... it is also the most painless!

* I use "pathway" in the loosest sense of the word... it is not marked, but rather just an opening in the rocks that allows you to get up to him. This post may not be as helpful to those not using a coordinates addon.

Protip: From the flight point at Felblaze Ingress in Azsuna, you can go southeast to the beach where you will see a break in the rocks along the southwest tip of the other shore.

09/06/16 Edit: I originally had 3 way points, with the first being on the Azsuna shore. Due to some apparent confusion, I have removed that one from the code until I can double check zone naming on live.

note: This is part of the quest line that results Millhouse Manastorm becoming your follower in Legion.

I found it quicker just to take your Suramar Transporter Portal from Shal'aran to Lunastre Estate, and just run along the ridge from there. If you aggro the harpies, just keep running and Invis-drop aggro.

Some people are telling about their 'fastest' way. They're not the fastest.
The fastest is to use a Goblin glider kit from the edge of Dalaran. I went to the spot where you jump on the fishing island and avoided it, to continue to glide down to Kalecgos. Glider holds for 2 minutes, gives you more than enough time to reach it.
THAT is the fastest way.

By far the easiest way for any mage is to featherfall from the edge of Dalaran, drop down from the flight master and find your angle, regardless it's a platform that surrounds the demon area, hard to miss.

I tried a couple of these without success. Jumping off Dalaran with slowfall enabled just put me in random locations (bad driving on my part, I guess), and running around trying to find a path ended up badly. (I can still taste the fel.)

For me, jumping off Dalaran and just landing in the water worked fine; there were no fatigue issues. After splashdown, if you have a waterstrider mount, path of frost, water form, etc., just get to the beach at 30.5, 94.2, where you'll find an easy path up to the platform. Otherwise, swim! Easy.

I flew to Felblaze Ingress and tried to get to him that way--—it's absolute madness. I've been running around for 45 minutes and still haven't managed to get to him.

Kalec is a blue drake in the top of the crater, near the edge. It's not down in the chambers.

This is on top of the cliffs -- if you are on the ground of Felsoul Hold you are in totally the wrong place and will have to port out and try again.

It's confusing as you can get to the quest marker on the bottom of Felsoul Hold but it does not have the little directional arrow that most targets to do indicate you are on the wrong level.

Kalecgos can be found at 29.3 87.7 point in Suramar. You can reach the point using any gliders or emerald wings (Jump from edge of Dalaran). Reach 25 89 point in Suramar, there'll be a path up to Kalec, or you can glide right to Kalec if you are lucky.

By far the easiest way is to use slow fall. Run to the farthest edge of Dalaran and jump onto the floating island (fishing vendor + training acquired here). There may be an invisible wall, but if you run along the right edge and try to cut in when it lets you, you will be able to roam freely on the little island. Line up the jump, cast slow fall, mount up, run off, and pop your slow falls accordingly. When nearing the dragon, simply debuff the slow fall to fall down, and then recast to avoid fall damage. Keep in mind that your momentum will carry as you recast slow fall when performing your 100% safe landing; if you are trying your best to land exactly by the dragon, it makes it a lot harder on yourself. Simply cut the float prior to the dragon, and run to the quest point. If you are like me, and have bad luck (this took me about 3 attempts due to me trying to land right on the quest point) just keep floating past the quest point. You'll likely glide into the mountains and stop until your character finds "flat ground". At this point teleport back to Dalaran, or if you forgot to buy the teleports, teleport to your order hall and try again.

**Bonus points if you land right by the quest point on your first try without debuffing

***A goblin glider might come in handy, but is definitely not required.

Basically what i did was go in dalaran untill i saw that the quest arrow was right in front of me,then jump off,i jumped incorrectly because i tried to get to the floating isle in front with blink:) and still landed in the water,then you see a nice little trail from water to the cliff and just go left to the quest for 10 secs!

He is outside, not down in the caves below.

I went into the caves first since there is a cave entrance close to it.

This requires higher than level 108 for sure. I just turned 108 and still have a gray exclamation mark.
Also, since this part of the quest chain is in Suramar, it's probably easy to assume it's level 110.

Shadowlands Update:
This quest is enabled when you reach Level 45. It will not be available right away while leveling your alts.

Kalec's Plan

Meet Kalecgos on the ridge near the Arcway Vaults.

Description

Your champion was unable to penetrate very far inside the Arcway Vaults due to the heavy legion presence around it. Hopefully you will have better luck following Archmage Vargoth inside. Kalecgos will be waiting for you on the ridge overlooking Felsoul Hold.
