Flight Point Bastion Rise in Gorgrond, then use Avianna's Feather to get to the entrance which is at 67.43 6.58 in Talador.

As of 6.2, it seems if you try to fly to the Iron Front to get to the quest it phases you and you can't see Khadgar for the quest. I got it to work by dropping the quest, I then went back and picked it up again, flew to the Frostwolf Overlook and ran up from there. Then I was able to see and talk to Khadgar.

After opening a ticket along with many others I received a response saying that a hotfix is inbound for this however no ETA was given so we don't know when to expect it as of right now.

I just tried more times yesterday, and still not works: Relogged, Re-Accepted, went to Goground and then back and see. Then I just sent a ticket about this and today i receive a reply. CS said that there is a hotfix in the work. I´ve just uploaded the reply in Screenshots.

Note: according to Patch 6.2 Hotfixes: July 13 - July 16 -

To Gul'dan!: Characters that have already completed "My Garona" should no longer encounter a phasing issue that prevented them from completing the quest.

I simply flew to fort wrynn and rode north to khadgar. He was there and had no problems whatsoever finding him.

if you don't already have Burning Blade Cache treasure, you can grab it before handing this quest in and Khadgar will then teleport you to him to hand the quest in

I finished the quest Primal Fury but had not yet turned it in at my garrison. This prevented me from being able to see Khadgar. After hearthing back to my garrison and turning in Primal Fury, I went back to Talador and was able to see Khadgar.

Want coords for starting this at where Khadgar is supposed to meet you? It is Talador 67.4, 6.7. If you can't see him, try walking into the compound and get discovered, I should pull you out when you are on quest. Hope this helps.

I was having this issue because I had just completed another quest in that area. The quest I had was called 'Primal Fury'. I had to go back to my Garrison and turn in that quest, and then return to the quest area and Khadgar appeared.

Speak with Archmage Khadgar outside of Bladefury's Command in Northern Talador.

Description

We must act quickly - Garona here tells me that Gul'dan is on the move. He is headed to the Path of Glory to meet with Grommash Hellscream.

We have to act while our intelligence is fresh! Hurry and meet us outside of Bladefury's Command in northern Talador. We won't be able to engage Gul'dan and the whole Iron Horde army on our own, but we may just learn something to use against them...
