In case you had a noob moment too, this item is automatically learned when you upgrade your Jewelcrafting with the Draenor book. It is not sold by your garrison trainer. Took me forever to realize that lol..

It should be noted that this daily quest uses Taladite Crystal and only rewards gold. Doing this quest is a bad idea if you are saving them up for crafted gear.

I looks that the mats needed for this neck have been changed to no longer require Taladite Crystal. Now it uses 60Blackrock Ore.

It should be noted that you get this quest and turn this quest in to the same person which is a follower you assign to the Boutique. If you unassign your follower, you won't be able to turn it in until you reassign the follower again. Luckily it doesn't have to be the same follower.

I took the quest abandoned it because i was unsure if i felt like wasting 60 ores made the choker reaccepted the quest and it will not let me turn it in even though i have the item in my bag even tried selling and buying it back no luck sending ticket to wow

I don't know if this quest is implying that she's going to strangle her rival, or that there's some sort of like, BDSM-type thing going on, but either way I am extremely amused.

While doing my Jewelcrafting dailies, I've noticed that the prize bag for this quest seems to give a gold reward in the 100-200g range. The other Jewelcrafting dailies offered at the garrison reward between 200 and 300 gold. I'm not sure why this bag would be different and noticeably less, but that's how it's been happening over the past several weeks.

This Jewelcrafting Special Order: A Fine Choker awards Jewelcrafting Payment (ID#119195) gives an average of 146G after opening 22 bags. Actual values range from a low of 102.05G to a high of 196.08. Best guess is that the range is 100-200g. This quest may or may not be worth it depending on the price of Blackrock Ore.

The following 5 Jewelcrafting dailies award Jewelcrafting Payment (ID#119191) which awards 200-300G (247G average after opening 88 bags).

Description

We have a request for a fine necklace. The client wants to give it to an old enemy, to end the conflict. She didn't specify a design, but I think I heard her mumbling under her breath about a choker. Oh, and she asks that the chain be "extra sturdy".
