Elder Anli would not give me the quest.

Just try flying out to Instructor Tong and see if you get the 3 starting quests from him

Hey all,

There's a lot of misinformation on this quest.
I believe to start it, you must do the intro to The Jade Forest. You do NOT need to be level 90 to start the rep.
I would recommend completing at least the Jinyuu area before heading over to check it out (if you're Alliance). I unfortunately didn't head over there until completing Nectarbreeze Orchard out of sequence. I started it last night on an alt going through the zone for the first time. Non-boosted Lightforged Draenei, level 32. I was also able to complete 3 dailies before resuming other quests like Shrine of the Dawn,
