When doing this quest - also pick up the following quests;

None Left Behind
Medical Supplies

If you look west from the quest giver you will see the ship wreck.

Kill 8 of the Deep Sea Tormentors which look like lizard men. Inside the ship you will find the injured sailers for None Left Behind and the crates with First Aid symbols that you collect for Medical Supplies.
