When you head to Azshara, do all the quests that Warlord Krogg and Captain Krazz ask you to do.

Finishing these will have you end up in Twilight Highlands to continue on opening up the zone for quests.

I made the mistake of dropping them thinking they wanted me to do Azshara zone.

It isn't.

Hope this helps keep someone else from doing what I did and having to back-track my steps.

Be aware, if you change factions after earning the cataclysm portals they will make you earn some of them again.
I lost my portal to Vashj'ir and Twighlight Highlands when I switched.
They tell me that it is because the quest chain is faction specific. Which should logically mean that I would lose anything I earned via a faction specific quest. Not so, they converted my Venomhide mount into a Winterspring Frostsaber.

well I don't seem to see any way to get this chain quest :'( ! I think this quest some month ago and abandoned it, because I seen no benefit in it, but now I want to go there and I can't find the quest to get there ! The board does't give me the quest and I can't seem to find where I was in the chain quest, I visited every questgiver mentioned and no one give me quest ! Warlord krogg and captain krazz don't give me anything, what should I do to get to twilight highlands quest ?

I also have the same problem. I went to Garrosh but he didnt have the quest for me. I know I abandoned it a while ago.... :(

Also, I dont have/cant get the War Command board quest either.

i cant remember how to find the names of all the quests in this quest line. someone had a link somewhere but i forgot to save it. its confusing cause the orgrimmar chief is giving multiple quests

Look at quest chain on the right-side of these posts (near screen-shot) for chain progress. I dropped at weapons of war (org back gate to Azshara) and forgot to look in that area for that quest...happy hunting

I lost my place in this chain. I dropped the quest at Orgrimmar back gate (that goes into Azshara), Foreman Gibbs gives you this quest.

Just a quick question. How can you tell if you have already done these quests? Will the portals already be opened for you if you have? They are both available for me currently.

I ask because I was unable to play for over a year and I believe I did these quests and then once I got to TH, I left the zone.

Any help would be appreciated. TYVM.

List of all the Warchief's Command breadcrumbs and the required level. Remember that none of these count for The Loremaster or associated achievements and are unavailable as soon as you start any chain in the zone it indicates.

As of 5.0.4 though, these quests give 60,000 guild exp (as does any level appropriate quest) so it may be worth while to come back and grab them as you are leveling when they come availible.

ok i know this post was set up last year but i thought i should add my input too...
I dropped the quest chain a while back also and was stuck and frustrated for a long time trying to find my way back on track to unlocking the twilight highlands portal and additional quest hubs.
I tried looking everywhere that has been mentioned in several posts from wowhead and like others... no such luck.

Then the other day whilst at Bilgewater Harbor, Azshara i decided to click on the only quest giver available Fleep '54.6 51.10' and accepted the quest Smoot's Samophlange. After completion i was back on track :)

The quest chain required (Warchief's Command: Twilight Highlands! ) to bump your neutral reputation with the Dragonmaw Clan to friendly is broken as of patch 6.0.2.

Please report this bug to Blizzard, it needs to be fixed, because it's impossible for new characters to quest and gain reputation with this faction.

So, I had to put this here, because I found it just AWESOME:

Context: I recently boosted a Blood Elf Paladin to 90, mainly to check story over the Horde side and ocasionally to help a friend or two that refuse to admit Alliance is way better. So, I started doing some roaming around and I realized it'd be way easier if I had the Orgrimmar portals to all the different Cataclysm zones. And I proceeded to get the quests started for each one. It was when I noticed that the questline that would lead to Twilight Highlands was impossible to start, since the quest that I needed to get there was not avaliable ANYWHERE. Then, I opened a ticket in game showing my concern on it. A handful of days later, it was answered. Like this:

Greetings Adventurer!

I am the Glorious Game Master Zulerox! *cue fireworks*

I see that you have been burdened by the Absence of Foreman Glibbs, and that it has made you confused and frustrated. As your Game Master, I refuse to allow this to cause you anymore trouble. Why? Cuz homie don’t play that!

It is certainly reasonable to assume that there may be some details that may be overlooked, and this could take multiple responses back and forth before we finally find the heart of the problem. In an effort to avoid the need for you to wait on ticket responses over and over again, I just want to be sure we point you in the right direction. There are so many sites out there that are a complete guides to the game and have community followup thats have players who have experiences just about everything! There are renegades out there that have all of the information you could possibly ever need EVER. These rebels have put together sites like:

All of the quest text has been redone for Vol'jin's speech. I'm actually impressed that blizzard would spend the time to do this.

I was expecting Garrosh as the Warchief. Vol'jin arrived AFTER Garrosh was overthrown and that event occurred much later than the events leading into Twilight Highlands (Cataclysm expansion).

A great pity that some decent phasing could not occur for players below the change over level from Garrosh to Vol'jin. I guess it was just too complicated.

(For example, as soon as players venture into Pandaria content, Vol'jin is switched in and Garrosh is switched out).

As a boosted character I was having problems deciphering which quests I needed to do in order to unlock the Twilight Highlands portal in Orgrimmar. These are the quests that need to be completed:

Starts at the command board with:
Warchief's Command: Twilight Highlands!
Machines of War

Sauranok Will Point the Way (Optional) & Unfamiliar Waters
Where Is My Warfleet?

Complete all of:
Ready the Ground Troops
Ready the Navy & Beating the Market
Ready the Air Force & Smoot's Samophlange & Pre-Flight Checklist
Twilight Skies
Twilight Skies

This takes you to Dragonmaw Port. Continue with:
Stalled Negotiations
Side chain: Emergency Aid & Dangerous Compassion
Madness
Negotiations Terminated
You Say You Want a Revolution
Insurrection
Death to Mor'ghor
Securing the Beach Head
Muddied Waters
Side quest: Cementing Our Victory
The Warchief Will be Pleased

At this point the Twilight Highlands portal should be open.

Right, I'm doing Loremaster, or trying, and got confused as to where the quest line to start the Twilight Highlands was. I already have Loremaster of Kalimdor and the Eastern Kingdoms so I know it wasn't the Azshara quest line I needed to do. so I spoke to High Overlord Saurfang in Grommash Hold and picked up the quest 'Machines of War' which leads to 'Unfamiliar Waters' (just realised i could have just picked that up from the guy next to him). Just carry on with that quest line and you'll get there.... I hope :D

This quest no longer exists in BFA. Just go to northern gates of Orgrimmar, speak to Foreman Glibbs and take quest Weapons of mass dysfunction. This quest line will lead you to Twilight highlands.

There appears to be no Mission Board quest to start Twilight Highlands at level 120 so I'm unsure how to turn in my Elemental Core. The mission board only gives me intro quests for The Barrens, Storm Peaks, and Borean Tundra. I wrote an ingame ticket. Just waiting to hear back.

As of BFA, you pick up the quest Machines of War to start the highland series, he is inside Grommash Hold (Warchiefs room), he will then give you the quest to talk to Foreman Glibbs, making the other comments here correct after this part.
Check your map for the !
After this hand in Talk to Sauranok the mystic.

I wonder if anyone can help me.. I have the quest on my 120 character, but I can't seem to get into the right phase of Grommash Hold.. I've reloaded a bunch and read all the comments here and I'm at a total loss of what to try next aside from opening a ticket

Since Saurfang in not in Orgrimmar anymore, it took me some time to find out how to turn in this quest. Every time I entered Grommash Hold there was somebody else. I had abandoned all quest that involved Orgrimmar and then reload and it helped.

If you're a Horde toon struggling to find a way to open up the Dragonmaw Clan rep vendor Una Kobuna in at least patch 9.2.7 and beyond, this might help you:

Several crafting vendor reagents are exclusively sold (and can occasionally be found in pickpocketed junkboxes) by Una Kobuna, a vendor that will only be phased to you and visible once you complete far enough into the Horde intro campaign to Twilight Highlands. It will be very common that if you are on a newly created level 60 character that never messed around in Cata that you don't have this vendor unlocked and there will be layers of phasing preventing you from properly starting this quest chain. I recently got this fixed for the bank toon I was trying to unlock it on after tons of trial and error, digging through comments and finally a helpful person finding a work around. Here's what I did and I hope it helps.

If the toon you want this unlock on is 50 or below (perhaps 60 and below if you're reading this in Dragonflight), you can probably head over to Chromie and tell her to put you in Cataclysm timewalking which will allow this questline to work properly with no other work arounds.
If you are about 50+ (60+) or max level, Chromie probably won't be available to swap around your timewalking phasing so what I found worked for me was to take the portal to Zuldazar in the Org portal room, then find the Earthen Guardian NPC to start A Dying World. Head back to the Zuldazar portal room you just left and take the portal to Silithus. Talk to Magni and do the short questline where you get your Heart of Azeroth and piece of azerite gear and by that point you should be far enough, so just exit back out of the Heart Chamber, take that portal outside to Zuldazar then the portal back to Orgrimmar.
To start the Twilight Highlands intro questline you want to start out heading to the Warchief's Command Board, the quest breadcrumb starting object in front of Grommash Hold in Orgrimmar.
Unfortunately you don't seem to be able to search or sort for what breadcrumb quest you'd like so if you do not see it listed as one of the three available, you'll have to keep accepting quests from the board until you finally see Warchief's Command: Twilight Highlands!. Accept that, abandon all the filler quests you had to accept if you want, then head inside Grommash Hold.
When you finish the Warchief's Command breadcrumb, it should point you to Eitrigg to continue the chain and it should be pretty self-explanatory from there but be prepared to spend quite a bit of time. Once you quest to open up the portal in Dragonmaw Port then port to Orgrimmar and talk to Saurfang, you should be good. Travel back to Twilight Highlands at the Cataclysm portal area and the city should be visually phased, indicating the vendor is now available to you.
If Eitrigg did not have the follow-on quest after the Warchief's Command breadcrumb quest, double check that you did what I suggested in point 1 or 2. Eitrigg not having the follow-on quests is a phasing issue inside Grommash Hold and those 2 suggestions are the only way I know to get around it.

10.0.2: If you're trying to start the chain to unlock the portal (as a new Evoker, boosted char, etc):

I had to complete The Heart of Azeroth before Eitrigg would give me Machines of War (handing in Warchief's Command: Twilight Highlands! just dead ended initially...)

Not sure how I couldn't find the following quest after this one. I would guess it's all the quests I picked up and phasing.... any way. I did this Unfamiliar Waters (quest giver in the same room) and after turning it in Eitrigg shows up which allows me to grab Machines of War

If anyone is having the same problem as me, where you get the error message "You don’t meet the requirements for that quest," this is what I did to fix it!

Saurfang should give you a new quest but he doesn’t.

Turn around 180 degrees and talk to Eitrigg and get the quest ‘Machines of War,’ finish this quest and return to him. Now pick up 'Sauranok Will Point the Way,' and turn it in to Sauranok the Mystic.

Pick up 'Unfamiliar Waters,' from Sauranok and complete it.

Now get the quest ‘Where is my Warfleet?’

Once in Azshara speak to Warlord Krogg and Captain Krazz and complete the following quests:
Ready the ground troops
Ready the navy
Beating the market
Ready the airforce
Smoot’s samophlange
Pre-flight checklist

Upon finishing these you get the quest ‘Twilight Skies’ which takes you to Twilight Highlands by zeppelin, this zeppelin is gonna make you wait a long time, so don’t think it’s broken and stay on the tower!

When arrived at Dragonmaw Port, quest here until you finished the quest ‘Muddied Waters’ to get a portal to Orgrimmar to hand-in ‘Saurfang will be pleased.’

Now again, Saurfang should give you a new quest but he doesnt. Talk to Eitrigg again and get quest ‘Traitor’s Bait,’ finish it and take the follow-up quest ‘Return to the Highlands’. Now when you arrive at Dragonmaw Port you are Friendly with Dragonmaw Clan and you can quest Twilight Highlands now.

I was needing to unlock Twilight Highlands in 11.0.5 with an alt that levelled in TW dungeons. I couldn't get this breadcrumb and there were no low level quests in Grommash Hold. I completed every quest in my log to ensure that there wasn't a phasing issue. That didn't help so I went through the BFA quests to get the Heart of Azeroth. That still didn't work so I went through the Harbinger questline (back and forth to Telogrus Rift twice with Alleria) which fixed the phasing and Sauranok the Mystic then had Unfamiliar Waters for me.

High Overlord Saurfang requires your help to prepare for the glorious assault on the Twilight Highlands and our dual enemies, the Alliance and Twilight's Hammer.
