The foreman is just down the ramp exiting the central INN, near the big brown "engineering mailbox" thing.

Just /target his name and put a skull.

it is NOT foreman dampwick (who by the way is siting in a toilet ^^) so dont waste time there, its not bugged its just wrong mob.
there is another one near the inn as people said.

He walks between 56.52 and 57.53, there's a generator there or something like that.

Head south to the Inn; however, should you require detailed directions:

* Head to the Bilgewater Harbor Inn (loc @ 57,50).
* Go upstairs.
* Target the Bilgewater Foreman and talk to him (screenshot submitted as well).

This will trigger the event and you will get to fight the Foreman. Once the Foreman's HP is low enough, he will ask you for mercy and promise to work extra hours lol. Fun little quest and I hope this helps.

Found him in the inn at the 2nd floor.
Problem is that taurens are too big to go upstairs so i had to use the window.

I actually found him outside of the Inn @ 56/50. /target Bilgewater foreman and turned the target button to show, and it pointed outside.

Now that Garrosh is no longer the Warchief, it's a bit incongruous to do these quests and still see them referring to him as if he still is.

Beating the Market

Track down a Bilgewater Foreman somewhere in Bilgewater Harbor and knock him around a little.
