There's a quest line ending in Abyssion's Lair that concerns the top part of the World Pillar, that has to be completed as well to unlock this quest...

In Order to get this quest, you have to finish all the previous world pillar quests. The ones you could easily skip by accident are:

Block the Gates - from Seer Galekk

the followup is:

Abyssion's Minions - from Stormcaller Mylra

and the last one in this chain is:

The World Pillar Fragment - from Stormcaller Mylra

So check out, if you have done all 3 quests, if you are not able to accept The Very Earth Beneath Our Feet

I received this quest after completing "The Middle Fragment" The Middle Fragment

Earthcaller Torunscar was at 46, 45 on the ground northwest of the temple.

The quest I missed was in Stonehearth! Look for Clay Mudaxle, he's got a quest chain that continues on.

I had a similar problem with losing my way in the quest chain. I failed to accept a quest on the ledge with the giant fungus and it took me forever to find it in order to continue. You may just have to look around for the little yellow exclamation point.

I was prevented from getting this until completing a line of quests starting with We're Surrounded from Earthbreaker Dolomite in Stonehearth. This opened up more quests with Clay Mudaxle.

For me this was only available when I complete the Storyline from the Start Quest "Where's Goldmine?"

The Very Earth Beneath Our Feet

Find Earthcaller Torunscar just northwest of the Temple of Earth, in the Jagged Wastes.

Description

Only one piece of the World Pillar remains, and it is in the hands of the Stonemother herself. Worse, the temple has come under siege by elementals and giants. It's not a terrible leap of logic to assume they're acting by her will.

Go out and meet the elementals in battle to the northwest. Work with Torunscar and Norsala to find a way to communicate with their leaders and seek out the World Pillar. We would prefer such be done peacefully, but we will do whatever we must to seal the rift.
