I found a phasing issue caused by the Arborcide chain. I'm not sure at which point in the questline the issue surfaces but having started the chain and not finishing it before the 7th I was unable to see Foreman Glibbs when I approached him, I was able to see him before I got to him(thus the phasing issue).

Simply finishing the Arborcide chain SHOULD make him visible and eligible for turning in the quest.

I can confirm that the above advice worked for someone on my server to fix the phased NPC. I claimed a quick coin reward for helping the player out. He was extremely frustrated about this.

The quest chain required (Warchief's Command: Twilight Highlands! ) to bump your neutral reputation with the Dragonmaw Clan to friendly is broken as of patch 6.0.2.

Please report this bug to Blizzard, it needs to be fixed, because it's impossible for new characters to quest and gain reputation with this faction.

Hotfixes for december 18th:

Warning the Warchief: Resolved an issue where completing this quest was incorrectly causing Machines of War and Enemies Below to become unavailable.

Hopefully now the quest will work for everybody.

This was bugged for me after the 7.0 patch recently. After walking to the archway heading into Azshara and then to the quest turn in it worked. No idea why walking under the archway and then to the quest turn in worked but it did.

As of September 17th you now get this quest from Saurfang inside Grommash Hold.

As of 7.0.3, this quest can be obtained from High Overlord Saurfang, standing right next to Sauranok in Grommash Hold.

When I asked him why the quest keeps moving around he let out a little laugh and said, "I am not the Machines of War quest giver. My name is Saurfang; I inherited the quest from the previous quest giver. The man I inherited it from is not the real quest giver either. His name was Vol'jin. The real quest giver has been retired for 15 years and living like a king in Patagonia."

As of BfA's pre-patch, 8.0.1, this quest has yet again moved to be given by Eitrigg in Grommash Hold. This also applies to the followup quests. I spent quite a while and an unhelpful ticket looking in frustration before giving up and clicking random quest-givers.

Just spoke with a game master, it seems I had the area still phased to the BFA intro quest A Dying World. You will have to finish the BFA questline untill you get the Welcome to Zandalar. After that, Eitrigg should be available with the quest.

if you haven't done the intro to zandalar, you won't be in the right phase to accept this quest

do zandalar, come back, and you should be able to pick this up from eitrigg

For Horde characters working on 100 Exalted Reputations, the questline for Dragonmaw Clan rep begins here. I picked up this quest at 0/3000 Neutral and reached friendly at Blast Him! At that point you're still far from finishing the questline, but you can buy Tabard of the Dragonmaw Clan from the quartermaster in Bloodgulch and start clearing dungeons for rep. You can also continue earning Dragonmaw rep from quests in Twilight Highlands, if you choose to take the time. This questline includes a considerable number of goblin quests that give no Dragonmaw rep, but do give several thousand Bilgewater Cartel rep, if you still need that.

For those trying to do this during shadowlands pre-patch event, the scourge invasion will continously kill Foreman Gibbs so its not possible to do as of now. (Version 9.0.2)

As of the Shadowlands launch (9.0.2), I've had some problems with getting this quest to show up on some of my characters. Eitrigg would not have the quest. I had put in a ticket to Blizzard for help and was met with an automated response that wasn't helpful. After spending several days trying to find out how to overcome this problem, I managed to come up with a solution that worked for me. I'm sharing it here in hopes that it might help someone else.

For whatever reason, it turns out my Grommash Hold was phased because the game had me "in progress" for the BFA intro quest but never put it in my quest log. This was not indicated to me in game and I just sort of stumbled on this being the problem. This is how I resolved it.

Go to Silithus and talk to Magni. He won’t look like he has a quest to offer, for me he looked like he had a quest for me to turn in but no corresponding quest in my log. When I clicked on him, he did have the quest “The Heart of Azeroth”. He had me go in the heart chamber.
Complete the following quests. “The Heart of Azeroth” and “Infusing the Heart”. Basically watch the two cinematics, stabilize the heart chamber.
I accepted but did not actually complete “A Brother’s Help” and “The Warchief’s Order”. (I don’t know if this is required but I waited to abandon these until after I had accepted Machines of War.)
Go back to Orgrimmar, look in Grommash Hold and Eitrigg had the “Machines of War” quest available to me.
From there, the rest of the quest chain functioned flawlessly.

I do not believe you can actually attempt this “fix” until your character is level 50. Additionally, if you leveled through Chrome time, there is an additional step as you may not get the phantom “in progress” issue. If that’s the case, you should be able to start the BFA intro quest chain with the “Earthen Guardian” that is standing outside the Great Seal in Dazar’alor. From there, refer back to step 1 listed above.

Hope this helps anyone else who is coming across this issue.

17/02/2021 - For anyone that may be confused with how to start this quest chain. I went to find Foreman Gibbs and he had no quest. So I went to Grommash Hold to Eitrigg and he did not have the quest either. That's when I noticed that Chromie was in Orgrimmar.

I went to Chromie and she has multiple a timelines for you to select (level 10-50 players). If you pick the Cataclysm timeline and go back to Grommash Hold, the Machines of War quest should be there for you accept :)

Wasn't able to start this quest line at level 60.
Had to start BFA to get it.

Complete Zandalar introduction quests up until you get the achievement "Welcome to Zandalar".
At The Great Seal in Zuldazar pick up the quest "The Heart of Azeroth".
Take the portal to Silithus in The Great Seal, you may need to speak to Zidormi once you go through the portal to make sure you are in the correct time line.
Complete the quests “The Heart of Azeroth” and “Infusing the Heart”.
You should now be able to return to Grommash Hold and pick up "Machines of War".

FYI the alliance equivalent of this is "Twilight Shores" in SW Keep, it may be phased for BFA and the docks may be phased for Legion ~ similar issues happen with Horde apparently so skip or advance through what you need to so that it's phased correctly.

In order to gain access to this and any of the other questgivers in Grommash Hold, I followed the "War Campaign" Zygor's guide which walked me through the Nathanos Blightcaller quest line up until I secured all 3 mission areas, and then spoken to the Earthen to then talk to Magni Bronzebeard at Silithus in order to complete the Heart of Azeroth quests. The next quest in the chain is "Uniting Zandalar", which I have not picked up yet.

Now all of the breadcrumb quests are available. I'm another one doing Loremaster, and had been attempting to stick to chronological order, and had not completed many of the BFA quests prior to this point.

In order to get this quest with a level 45 character in 11.0.2, The War Within, I could not see any quests at all in Grommash Hold, nor could I complete the BFA intro as others suggested. Instead, I talked to Chromie and chose to place myself in the Cataclysm timeline and then went back to Grommash Hold and the quest was right there with no problem.

Talk to Foreman Glibbs just inside the Orgrimmar Rear Gate in Orgrimmar.

Description

Far to the east the "Worldbreakers" lay hidden in the Twilight Highlands. We must end their threat and we will do it with the most powerful army ever! Our new allies, the goblins, are making us new machines of war but I hear that there are problems with the quality. We can't fight with broken war machines. Speak to Foreman Glibbs and make sure our machines are ready for battle.
