Simple quest- Swim straight UP to Bloodguard Toldrek at the surface. You will see him with a floating crate and balloon. Click the crate to be able to loot the flare gun. I had problems shooting the flare gun at first, then it worked fine after swimming towards the Horde ship.

The Swim to the surface didn't work at first. When you reach the top of the water try jumping.

Make sure after you throw the flare to actually jump out of the water or you dont get the reward...I tried flaring 2-3 times until I finally found out.

Confirmed. You must jump out of the water to get the credit for reaching the balloon. Shoot the flare toward the ships but don's swim too far the balloon may disappear.

Still the same when I did it today. You must leap out of the water to get the "swim up" part of the quest. Getting the "swim up" status to show completed was very puzzling at first; jumping out of the water does the trick. After that, get the flare gun and fire it a few times to get the "flare fired" part of the quest.

soooo... maybe I'm just dumb but... what was the point of finding the balloon? Is that goblin insane, or am I missing something?

Wowwiki currently says there are 3 progressions to this quest. 1st quest progression Horde:(Losing Ground) Alliance:(Losing Ground). 2nd quest progression is Horde:(Desperate Plan) Alliance:(Desperate Plan). 3rd progression is 3 quests: Horde:(Come Prepared) Alliance:(Come Prepared), Horde:(Unfurling Plan) Alliance:(Unfurling Plan), and Horde:(Hostile Waters) Alliance:(Hostile Waters).

Swim to the surface, retrieve the flare gun, and fire a rescue flare towards the Horde Ships.

Description

All done! I'm confident it will work. And not a scrounger in sight to pop a hole in it this time! Well played.

Toldrek already swam up to catch it, all concerned about currents and what not. He said you'd get the honors though. Nice guy - don't know how he lasts.

Go to the top with the balloon, take the flare gun from the crate, and scan the horizon for Horde ships. If you see any, fire the flare towards them. That's it! All there is to it.

Swim. Float. Flare. Rescue! That last part's my favorite.
