Just hop on the seahorse next to the quest giver and everything is done for you. I hate it when Blizz makes me read.

When I rode the seahorse, we paused at the Forward Post and went to the cave, but I had no quest completion. I had to manually go back to trigger the completion.

having the same problem after droping cant find the quest giver again i saw the excalamation mark but then it disappeared

To all of you experiencing the bug with this quest!

I had the same problem, so what I did is to write a ticket. After done that I had to wait around 24 hours to get a response. They asked me to log off and when I came back on my character I had the quest, which I dropped before, because of the bug, again in my quest log. Went to the place where I was supposed to get the seahorse, but I was unable to mount it. Once I was seeing the quest giver I dropped the quest once again and accepted it while staying in front of him. This time I was able to get the Seahorse and the quest did trigger where it had to, so I completed it.

rickfert had it right, although perhaps wasn't very clear. So, for anyone else having trouble with this, here's what to do.

When you stop and get dismounted in the cave where your to turn in the quest, don't drop the quest! Instead mount your own sea horse and head back to to the Ruins Of Vashj'ir (it's the room out of the water,) at 33.1, 68.9, enter and you should get a message to retreat to tranquil walsh. Mount up and return to turn in the quest.

When you ride by the forward post,

Injured Lookout says: They attacked while you were gone... the Admiral didn't make it. The rest retreated to the cave, you should do the same.

So you ride back to the base cave.

i did read other comments about this sea horse thing but i din't read that you had to go on a sea horse so i went there myself but then i read it i realized i got it wrong. so i tried to find the quest giver again but its either i was in the wrong place to find him or he wasn't there or both.

The bug still exists but its not a problem. If you're this far into the quest line you already have your own seahorse to ride. Mount it, head over to the forward post manually (it's still a quest point on your map, if you're showing them), get close to the door entrance and it will alert you that you've completed that step.

It will then tell you to ride back to tranquil wash, where you just came from. Easy.

If you did like me and ran away from the quest giver just check the map about for the "!" or search on the name: Wavespeaker Valoren.

She is to the southeast.

If you were questing in a party with another person, and s/he was able to complete the quest but you were not, and abandoning the quest or manually completing it is not working for you, try having the other person leave the zone.

I was questing with my husband and he got the quest completion while riding the seahorse, but I didn't. Followed the advice here on WoWHead and attempted to both manually complete it, abandon and re-take it, log out, dropped party, etc. No luck. When I abandoned it, the questgiving NPC did not re-appear, all I saw was my husband's phase with the new channeling naga everywhere.

Finally we were about to give it up for lost and leave to quest in Deepholm, so he left the zone. I made one more pass at the questgiving NPC and suddenly she was there.

I think the zone was keeping me in the same phase as my husband's character until he left. Might as well try it, because it sure beats waiting over 24 hours to talk to a GM.

i had the same problem, finally dropped the quest and was able to get it again from the wavespeaker at 29.6, 78.8 and had no problem the second time.

Still bugged, got dropped off at Tranquil Wash, went back to the post to get the message and went back again to tranquil wash to hand in.

quest giver is southwest of the dot, its where you talked to a naga and ended your 2nd naga vision, i had alot of problems too it said complete but i couldn't figure out where to turn it in so i dumped it and had to hunt it down, thanks again for messing up wowhead =/

I really hate how so many of Blizzard's cataclysm quests bug out if you are on a mount while accepting them. Oftentimes, it's on quests that give you a "vehicle". Rule of thumb: Be careful when accepting quests while mounted and don't trust vehicle quests always.

Jump on the sea horse NEXT to the quest giver. Then return to injured lookout at 33.2, 69.4. Then go back to the cave the sea horse brought you to in the first place and talk to Capt Taylor.

At least this is how I had to do it.

If you are like me and did not jump on the Seahorse and lost your way, I have submitted a screenshot of where you can jump on the Seahorse. I don't have a coordinate mod, and the exact location is straight south from the S in Abyssal Depths, on the big coliseum looking thing on the map. Second terrace just ahead of a red looking growth on white sand. You need to get close to find it.
