The Ambassador is tied up between two huge (or human sized, if you prefer) tusks. Human sized tusks would be huge tho, come to think of it. He's tied up under a big, half moon shaped, brown branch with thorns on it.

Ok, the last part there might not be so helpful, it's a jungle, after all. But the tusk thing is very helpful if you. like me, didn't know what you were looking for :)

This refers to a line from Cool Hand Luke, a classic movie starring Paul Newman. GNR made the line famous again in 1990 by using it in their song "Civil War".

When you save him he says, "Ah, thank you! Suffice it to say... Negotiations did proceed as planned."

Now either that's a typo or his plan for negotiating was very poorly contrived.

Rescue Ambassador Gaines from the quilboar in the Overgrowth.

Description

I told him he was a fool, but Ambassador Gaines insisted he could negotiate an alliance with the quilboar against the Horde. Even if he succeeded, I for one wouldn't want to fight with those ... pig-men at my side.

Well, Gaines hasn't returned, and General Hawthorne will hold me accountable if I lose one of our best negotiators to these squealing savages.

Locate the Ambassador in this steaming mess of a jungle and rescue him if he's still alive.
