Charms are small Magic items you can pick up on your adventures through Diablo II: Resurrected. These items can have a Magic Prefix, Suffix, or both. About 50% of Magic Charms will have only a Suffix, 25% only a Prefix, and about 25% both a Prefix and a Suffix. These powers can get better with the iLevel of the Charm, and all Charm effects stack. Each size Charm also has one Unique Charm that provides special properties; these are usually only obtained by completing specific events in game.
The great thing about Charms is that these stand-alone items allow you to add to your abilities and properties a la carte, without having to reroll entire items to add a property to your gear. In Diablo III, this feature was replaced through the Enchanter and being able to re-roll individual property on armor. In Diablo II, this flexibility and tuning is handled through Charms.
Charms come in three sizes, with one of the three different random icons for each. The icon does not correspond to properties in any way. (No, you can't turn the vertical Charms sideways):
