Start by following all of the steps found in this Battle.net Support Article:
Error 132
Error 132 is a generic error code that may be caused by out-of-date addons, corrupted files, incompatible drivers, or hardware issues. The steps below address the most common causes.
Close background applications.
Reset your user interface to make sure your files and addons are not corrupted.
Run the repair tool to fix damaged game files.
Run check disk and defragment your hard drive.
Certain malicious software can lock down data that the game needs. Run a virus and malware scan.
Make sure your operating system, drivers, and software are fully updated.
Advanced Troubleshooting
Crashes can occur if your system components are overclocked for higher performance. Set your components to factory default speeds to resolve this issue.
Windows 10 users will need to turn off the Xbox® Game DVR feature:
Search for Xbox using Windows search.
Open the Xbox app and sign in using your Windows account. You'll need to create an account if you don't have one.
Open the Settings menu by clicking the cog wheel icon on the left.
Select the Game DVR tab at the top and make sure it is turned Off.
Overheating can cause your system to lock up and become unresponsive. Check for overheating components.
Errors in your computer’s physical memory can cause the game to crash. Run the Memory Diagnostic Tool.

You must have a World of Warcraft account with active game time to participate on the PTR realms
If you are having issues during the installation process, review our Blizzard Downloader Troubleshooting steps.
If you receive the "Unable to initialize storage" error, you do not have enough hard drive space, or you do not have permission to write to the proper hard drive. Move the PTR installer file to your World of Warcraft directory, then try to run it again.
If you get a version error during installation, connect to a live realm to make sure you have the latest version of World of Warcraft. If the error persists, move the installer to your World of Warcraft directory and run it from there.

As notes by Adamsm above, Wowhead is only a fansite and if you are continuing to have issues with the PTR, you will need to post on the
Blizzard Official Forums: 7.3 PTR Feedback
.
Also, the PTR is a test realm and as such it will not always be available and may have stability issues. Report any bugs that you encounter on the PTR in
