Bro I literally walked away, came back, and my character was tossing hundreds of pamphlets. the quest does itself, folks

If it helps anyone, as a druid, you have to be in flight form for the pamphlets to work. Ground form does not work as of this post in my experience.

A reference to "manifest destiny", the doctrine that the US was inevitably to expand across the continent, along with the notion of party manifestos.

Note you don't need to take flight to have it completed. You can just be in the right zone on a fly-capable mount and it will complete itself.
