In the Dragonscale basecamp, find Rae'ana, historian and research supplies - she will have the scholar's supplies task.
She's standing next to the table in the area with the red tent and red wagon, etc. Just click on her to complete the task and that's the same for all of them.

For the Catalogue - he's an innkeeper. Easiest way to find him - he's to the right of the Flight Master, Art Raskins. (Or look at the right when you are next to the scholar's character, Rae'ana.) There's a beige tent. In front of it are Marlbeth and Granpap Whiskers. Click Granpap.

Boss Magor for the artisan - standing by fire/molted lava pit, next to the tent with the dark green background with gold tools. If you see Rupert, the Gentleman Elemental, Boss Magor is at the left.

Pathfinder Jeb is in the same area, just past Rupert - standing near some crates.

The Cataloguer Jakes - Keeper of Renown is in the building with the dark dark green background with gold tools emblem.

Turn the quest into the character in this tent/building - Toddy Whiskers. Hope it helps!

After You finish Storyline Just Don't Ask Me to Spell It You will be able to do Quest Renown of the Dragon Isles which is leading to 3 Quests:

I Aiding the Accord - This quest is weekly. You need collect 4000 repoutation. Reputation can be collect from WQ, simple Quests, Events on map which are giving reputatnion and ect.
Reward: Valdrakken Treasures: 500 rep for all main fractions, 5 Depleted Primal Chaos, 150 Dragon Isles Supplies and Thrumming Celestial Arrangement 353ilvl.
After You done this quest In next Week You can get other simular quest. In total is 5 Weekly Quests but You will get only 1. Reward from all of them are same.

Weekly Quest List is on botom of comment.

III. Learning Ingenuity - This Quest i leading to storyline and is part of achievement In Tyr's Footsteps. Descryption on deferent comment on wowhead.

Even if you don't have lvl 70 You will be able to pick them all.

Weekly Quest List - Every week You will get 1 of this Quests:

1. Aiding the Accord - This Quest is first all the time due to Quest chain. But in late You will need to colllect only 3000 Reputation.

2. Aiding the Accord: Dragonbane Keep - You need to collect 3000 of any reputation + You need to finish Siege on Dragonbane Keep.
Siege on Dragonbane Keep is unlock at 5 renown with Valdrakken Accord, at 5 renown small dragon will appear next to you and will give you quest To Dragonbane Keep!.
Siege on Dragonbane Keep is start every 2 hours to join even You just need to fly /way 30.59 78.35, and just wait until event will start, when You finish this Even Objective for quest will be done as well You will get Dragonbane Keep Strongbox ( only from first one in week after next one You will get Dragonbane Keep Strongbox )

3. Aiding the Accord: A Feast For All - You need to collect 3000 of any reputation + You need to finish Community Feasts ( but not even only task during event ).
Community Feasts is unlock at 3 renown with Iskaara Tuskarr and is repeats many times a day. To take place in order Fly to /way 13.59 48.59, After start it You will get task to do, after 10 sec will ask You to get 3 Ancheevy You can pick them up /way 12.98 48.81, behind Arv. When You get 3 go back to POT and use Extra spell bar to throw Ancheevy, After You done this activity You should finis objective for Quest. You dont need to finish Event to get count objective for quest.

4. Aiding the Accord: The Hunt is On - Will up date when i will have Quest.

5. Aiding the Accord: The Isles Call - Will up date when i will have Quest.

If you happen upon this quest on an alt that didn't journey through the intro quests to the Waking Shore, you might be frustrated to not see Toddy Whiskers in the tent to turn in this quest.

I found that Toddy was available in the tent after I went back to some of the starting area quests and got through My First Real Emergency!, which is the quest in Wingrest Embassy that calls Wrathion and Selistra.

If Toddy Whiskers is not there to turn the quest in to, run over to the Innkeeper, log out, and then log back in; she should be there when you log back in. =)

Toddy was missing for me. I flew away from Dragonscale Basecamp and returned to find her in the tent.

Welcome to basecamp, $p. It took Toddy and me awhile to settle on the perfect site to establish camp, but I couldn't be happier with our selection. Easy access to ruins, proto-dragon breeding grounds, and of course the dragonflights. Why not take a few minutes to explore the camp and meet some of the suppliers helping to fuel the expedition?
