Prequest: Loot Dragon Isles Supply Bag from Primal Proto-Drake and complete item quest Funding a Treasure Hunt
It never dropped for me during lvling, but always dropped from 1-st NPC when i got there at max lv
So you buy Archeologist Artifact Notes from Cataloger Jakes and find the first treasure Golden Dragon Goblet - it is intro treasure, and you get 1-st map for free
Search and loot all the random treasure chests you can find

Expedition Scout's Pack renown 2 with Dragonscale Expedition
Disturbed Dirt renown 5 with Dragonscale Expedition and will need to buy Small Expedition Shovel (buy/craft alot, you will always want to have them in your bags)
Magic-Bound Chest renown 16 with Dragonscale Expedition
You can get 6 maps before Renown lvl 21 with Dragonscale Expedition and 5 more after.
2 maps are from intro quests and 9 are from random treasure chests drop
Hard part is to loot the map from random treasure chest and the rest is easy.
Use the map and it will highlight the location of the treasure
Treasure icon will be visible when you enter the subzone (Waking Shores, Azure Span , so on)
Loot the treasure and get the reward

How to get Onyx Gem Cluster:

Earn lvl 21 Renown with Dragonscale Expedition.
Complete the quest Rumors of the Jeweled Whelplings to receive Onyx Gem Cluster Map.
Open Onyx Gem Cluster.

Is anyone else having issues with the other maps dropping altogether? I've been farming three days since I got the Onyx and haven't seen a single one.

You do not need to complete this quest on alts in order to start receiving the treasure maps, you do not even need to use the treasure map from the vendor. I received the one for Thaldraszus on a level 66 alt with 1 renown in Dragonscale Expedition.

The Onyx Gem Cluster is part of the Treasures of The Waking Shores achievement in The Waking Shores.

You must have reached renown level 21 on the Dragonscale Expedition.
After that, you can take the quest Rumors of the Jeweled Whelplings at the Dragonscale Basecamp at Boss Magor, to the left of the main tent, and finish the quest right away.
When you finish the quest, you will get the Onyx Gem Cluster Map, which you can also buy at Boss Magor for 3 Neltharite and 100 Dragon Isles Supplies.
When viewing the Onyx Gem Cluster Map, you will be shown the location of the Onyx Gem Cluster on the map.
Fly west to the Obsidian Citadel, on the map next to the right tower, in The Slagmire area.
Go to the Cindershard Seam cave, the path to the right of the Obsidian Citadel, and always keep left in the cave.
You will find the Onyx Gem Cluster in the back of a dead end near a Cindershard Hulk.
When looting you get a Glimmering Neltharite Cluster.
With the crafting profession Dragon Isles Jewelcrafting, with skill level 50, you also get the Design: Jeweled Onyx Whelpling with which you can craft the pet Jeweled Onyx Whelpling.

My Druid main who got to Renown 21 first and completed the Rumors of the Jeweled Whelplings quest kept picking up all the clusters maps, but my shammy alt who is the JC can't pick up a single pattern and she's now 22. She has used up probably 8-10 blacksmithing shovels and that's about 20 charges each not to count the expedition packs. The JC has also bought the map from Jakes 3x. Will keep trying but either I missed a quest line or something tethered to this but this is bad RNG.

I've farmed a couple of hundred on my JC (lvl 70) and have only found 1 map (which was the hourglass).
Done the rumours quest on my main.
Actually finding it hard to find disturbed piles of dirt and expedition packs now.
This seem like a very silly low RNG setting for blizzard to have set.

I received this quest on my main, but never on any alts yet my alts can see the Onyx map available for purchase on the vendor.

Rumors of the Jeweled Whelplings

Completion

Have you heard the tale of this ancient jewelcrafter from the Dragon Isles? Legend has it they had a technique to craft jeweled whelpling statues that would come to life. I took it for just a story as well, but then this map was found in the pack of one of our fallen scouts with a clue to a jeweled whelpling. Take the map, see if it leads to the secret of creating these fabled living statues.
