I couldn't see the letters at all for some reason - might be bugged. If you don't see them, try logging or reloading. I did this and then saw them on top of the barrels.

There were 2 letters on my minimap that were not showing in-game - nothing on top of the barrels at the locations. I thought I was phased out or the quest was bugged - relogged over and over but they did not appear.

Then after leaving and re-entering the area, I saw from a higher altitude... the letters were just up one level above on a higher platform.
Check if there's another level above you to walk around on if you can't seem to find some of the letters :P

world of you can't do that while stunned craft. i had enough stun time during this and the partnering quest to navigate here to complain about being overly stunned and edit this post twice

and, why does the quest items have to take up bag space ferchrisakes

A lot of these pieces of paper are quite funny. I'm sort of tempted to try the recipe. The letter, if you decode it (it's simple letter swaps) reads:

"Mister Francis,

As you no doubt have heard, I am no longer incarcerated in Tol Dagor. The circumstances were, shall we say, interesting.

Gather those who remain loyal and wait at the location we discussed before. I will return shortly, but first I have a meeting with an important patron.

We're not done yet.

An Annotated Recipe

<The page has some burn marks and smudges of flour>

Combine:

2 egg whites
1/8 tsp salt
1/8 tsp Cream of Tartar
1 tsp Vanilla

Beat until soft peaks form.

Slowly add 3/4 cup sugar. Fold in 7 oz. small chocolate chips (Grandma always put in tiny candy). Drop teaspoon sized bits on a sheet. Bake at 150C 25-30 min.

Don't burn the kitchen down again, Frank, or Mom's spirit will march right out of the sea and tan your hide. They're just merenges, not advanced alchemy!

Description

I think Ashvane has been in contact with her loyalists, but I don't know what their orders are. Go into their camp and see if you can't read their mail. We might find something that leads back to where Lady Ashvane is hiding or what their next move is going to be.
