To find quest mob Sister Adela enter the watch tower follow.
Follow the stairs to the top, the witch is there, slay her to complete the quest.
After completing the quest flight master becomes avaliable to use.

1. The Road to Corlain	Marshal Everit Reade - You need to travel to Watchman's Rise in Drustvar is on north.	Marshal Everit Reade
2. The First Watch	Marshal Everit Reade - You will raid tower :D go on top of it and kill Sister Adela.	Marshal Everit Reade
3. A Weather Eye	Marshal Everit Reade - Go speak with Inquisitor Notley He is on back of tower outside you will get from him Falconer's Whistle. Then Press on Winston to start scouting 3 places. Don't fly to low you can be killd.	Marshal Everit Reade
4. A Steady Ballast	Marshal Everit Reade - You need to find Angus Ballaster He is at the Corlain Armor in basement. After you will speak with him you will be attack by 3 mobs ( don't come outside basement until fight will finish ).	Marshal Everit Reade

Make sure to complete this quest since it opens up the Flight Path at Corlain!

Do not stay outside and fight the mobs Marshal Everit Reade and his men will take care of them. Go inside the watch tower to the second floor. You will fight two mobs on the first floor, Sister Adela is on the second floor and indicated on the map.

Gives 75 reputation with Order of Embers which is needed for and Battle for Azeroth Pathfinder, Part One which open up FLYING in BFA!

Is also part of Break on Through of the Drust Do It. and Loremaster of Kul Tiras

After Sister Adela is killed Marshal Everit Reade will come up to the second floor and offer you A Weather Eye.

I'm a fire mage ilevel 298.
I tried this doing what Reade told me but there are two mobs whom are not engaged in combat, when I entered the tower they followed me, and killed me because inside there are another two mobs.
At my next attempt I killed those two mobs before entering the tower, sheeped one of the interior guards and killed the other, before the sheep.
The witch was quite easy after that.

If you are in a group and you're having trouble spawning her, leave the group to reset the encounter.

The First Watch

The key to success here is to NOT be the "tip of the spear"!

Mount up and follow the WEDGE formation of NPCs. They will aggro all of the enemies outside the tower, while you ride right into the first floor of the tower and only have to fight the TWO NPCs there and, after that, go upstairs for the boss.

I was using Stonehide Leather Barding so you may want to use that or a similar item.

If you want to loot Sister Adela do it FAST; it seems her corpse disappears when you change phases, because of Reade and Lucille coming up the stairs.

Description

As you can see, the coven has conscripted my own guardsmen into their service. Though I am loath to battle my own, these men are too corrupted by the coven's magic to be saved. For them, death is the only mercy we can give. The Inquisitors and I can handle the regiment stationed outside. We will need you to find and take out their leader. Your Inquisitors await your command, <class>. Are you ready to take the tower?
