you need to have a 110 ALLIANCE character for the Void Elves & Lightforged Draenei
and a 110 HORDE character to recruit the Nightborne & Highmountain Tauren

the rep & achieves can be done on any character on your account,
but a max level toon of the appropriate faction is required for the recruitment scenarios for each race

Went to complete this quest with my warlock and for some reason, she isn't in the embassy to turn this in any ideas.

After the changes to the Horde's leadership in the 8.2.5 war campaign, this quest is now turned into Ji Firepaw, instead of Sylvanas, at the same location.

DF 2023: The quest list will say "Take the portal from Crumbled Palace to Orgrimmar (Optional)". This is an obscure reference to the broken building you zone into from the Orgrimmar portal room. That's right, the one waaaaaaaaaaay across the map from where this quest ends . Instead use your own hearthstone / Garrison Hearthstone or Admiral's Compass / or Guild Shroud of Cooperation/Wrap of Unity/Cloak of Coordination ability to return to Orgrimmar. Ignore the final video Metoda posted if you are looking for its location. They hearth directly to the Zandalari main city then portals to Ogrimmar (but okay to watch the vid if you just want to see the ending once there). For Hunters they can use the Trueshot Lodge portal to Dalaran. Also players who've unlocked the Orgrimmar portal for the Highmountain Tauren in Thunder Totem, or unlocked the Valarjar (Stormheim) portal to Dalaran in Weeping Bluffs can use those closer portals.

NOTE: It will change to "Take the portal from Windrunner's Sanctuary to Orgrimmar (Optional)" if you are near/in Dalaran.

NOTE2: While I mentioned Org and linked Horde items, the same should apply to Alliance if they port in from Stormwind's Mage Tower and come out at the same ruined palace.
