This probably won't be an issue once the beta is over, but for now - fly up from where the quest says to go. Very high up.

Dalaran is directly above Karazhan.

At this point in beta, Dalaran isn't loading in properly till you get above it. If you fly straight up from the entrance of Karazhan, you're very likely to have it load around you once you reach the appropriate height for the sewers - the entrances to which are presently blocked off, leaving you trapped within. The only way out is to use your hearthstone or alternative teleports.
(Premade characters have a hearthstone directly to the Dalaran in the Broken Isles. There's a teleport pad right where the gold fountain used to be in the center of the Wrath version of the city, now in a small room at the base of a new tower; it drops you down to a portal chamber, including a portal back to Karazhan at the far-most bottom section, so just take it and try again.)

To get around this, I recommend following the road to the east of Karazhan, up the hill, until you reach The Vice. From there, fly up to the world's ceiling, then fly back toward Karazhan. You'll see Dalaran materialize pretty quickly, so just fly down to its street level.

Once you see it, you'll be heading for the aforementioned teleport pad in the dead center of the city, at the base of the new tower.

How to do this on current beta (19th June 2016):
- take the portal to Blasted Lands in Orgrimmar (portal is located in "the Cleft of Shadows"). Don't wait for the zeppelins, they are currently bugged/not working.
- after using the portal fly up very high in Blasted Lands, then head to the direction where the quest is located. This is super important because the game somehow won't load Dalaran if you are not high enough (you can't see it), and if you are flying too low you might get stuck in walls which are suddenly rendered around you and the only way to free you is using your hearthstone and do this again.

On the beta (the one that is current on the date of this comment) there is a portal in Cleft of Shadows in Orgrimmar that takes you straight to Dalaran and completes that step of the quest. The portal is close to the other portals to Blasted Lands and Outland.

You arrive in Dalaran at the flight master and then you just need to move to the centre of Dalaran and you will see a cool cinematics and automatically complete the last step of the quest.

For the Alliance the portal is in stormwind keep. Not in the mage tower.

PUBLIC SERVICE ANNOUNCEMENT: Log into all your level 100s at least once and logout in a rested area. Rested XP won't kick in until you do.

UNABLE TO START THE LEGION QUESTLINE? Khadgar's Upgraded Servant Bugged? Dropped the quest and can't get it back? **Solved!**

There is an NPC for each faction:
Horde: Holgar Stormaxe
Alliance: Recruiter Lee *See edit at bottom*
that will get you where you need to go.

Simply interact with them and select this dialog option , accept the confirmation pop-up . You will be given the quest In the Blink of an Eye and teleported directly to New Dalaran where you can start your Artifact Quest and thus the Expansion. Win!

I have been looking all over for information on this issue and there has been little to be found anywhere, so I thought i'd post here in hopes that it saves other adventurers some time that ought be spent playing!

If you are unable to see the Portal to Dalaran to complete the quest, In the Blink of an Eye, try abandoning it and visit either Holgar Stormaxe (for the Horde) or Recruiter Lee (for the Alliance) to continue with the quest: To Be Prepared.

The speech Khadgar says during this quest is really epic and puts you in the mood to fight the Burning Legion. It goes as following (copied from http://wow.gamepedia.com/Quest:In_the_Blink_of_an_Eye)

An overview of the city of Dalaran is shown, surrounded by Legion warp ships which are firing balls of fel energy from their cannons.

Archmage Khadgar yells: Citizens of Azeroth.

Archmage Khadgar yells: Today is the day we turn the tide.

The view changes to the Chamber, where the Council of Six are channeling their powers. Khadgar continues to speak as the camera pans around to show each council member.

Archmage Khadgar yells: Today is the day that we re-take our world.

Archmage Khadgar yells: And send the Legion back to the hell that spawned them.

With the spell complete, the view shifts back outside. A massive orb of arcane energy expands from Dalaran, engulfing the Legion ships and destroying them, then Dalaran teleports away and manifests itself in the city's new location...

Archmage Khadgar yells: Our path is clear.

Archmage Khadgar yells: The Pillars of Creation await.

to pick up the quest line to get to Broken Isles, go to the Hero's Call Board in the Dwarven District and get the quest "The Legion Returns" - it will send you to speak to Recruiter Lee in SW Harbor.

The portal for Horde players is now in the Cleft of Shadow in Orgrimmar. Look for the Hellfire Peninsula portal next to a tent, the Dalaran portal is on the other side of the tent.

The location of Dalaran is above Karazhan in Deadwind Pass.

If you can't locate the portal, you can fly to Deadwind Pass and keep going up until you get to Dalaran!

For Horde, the portal is beside the ramp on the South Western (non Drag) side in the Cleft of Shadows.

Note that you CAN fly in the pre-transported version of Dalaran as it's still in Azeroth.

Also, if you DON'T get offered this quest when you should be, log out & back in and it should appear.

Has anyone had an issue with this quest just not being provided? Completed illidari allies and then nothing. Check hero board, recruiter Lee isn't in the docks (I'm not zoned). Somehow I've every flight point in legion and can do invasion but can't quest.

GM ticket vaguely said to speak to NPCs in stormwind and give a terrible joke.

In the process of being transported to Dalaran for this quest, I was dropped, falling through the island to my death. Thankfully I landed in a spot where I could res and not fall to my death a second time.

As of Bfa today, I believe they may have fixed what is confusing people on this quest. I know I had issues finding the Emissary to speak with just for the first step " Talk to the Kirin Tor Emissary to teleport you to Dalaran"

Today I found her in the top of the Mage Tower in the Mage quarter. She teleported me directly to Dalaran in Deadwind Pass.

Hope that helps others looking for her!

I have a warning.
As of 8.3, my level 101 monk alt discovered there was no portal in Orgrimmar to Dalaran over Karazhan. Neither would any mage portal her there.
A Wowhead suggestion said to use the zeppelin to Grom'gol and then fly.
Well, the most direct route was northeast through the Zul'Gurub area. Karazhan is just on the other side of the north wall.
But as soon as she passed over the wall, Dalaran formed around her and she found herself under the floor. So she flew forward a few feet and passed into a green foggy room hip-deep in water, then instantly dc'd. After that, she would dc the game instantly every time I tried to log onto her.
I wasted an hour and half of getting the support-page-circle-runaround, tried most of the suggestions, and typed 5 tickets that refused to "submit". And yes, my survey was very unhappy.
THEN the "self-service option" to the "unable to move" page FINALLY connected on the fifth try. That moved her back to Orgrimmar.
So she got BACK on the zeppelin to Grom'Gol and flew WAY around; north to Duskwood, east to Deadwind Pass, THEN south to Dalaran over Karazhan, making sure she landed on TOP, by the gate.
Once she landed, Emissary Auldbridge was there with her hearthstone,and all else went as usual.
So anyway, save yourself a lot of grief and take a couple extra minutes to fly a little farther around.

For anyone doing this in Chromie Time/Timewalking, you can find the Emissary in the Orgrimmar portal room. I haven't checked Stormwind, but I imagine it would be the same.

To anyone on 30+ lvl having troubles to get this quest, u can use the portal to Azsuna, fly to Dalaran, and talk with Amisi to get your Dalaran-Legion Heartstone. Apparently there is no blizz-solution to get the quest, but at least u can get stoned.

If you skip the Legion intro to this quest, but then abandon it and leave Dalaran, you can go to a Warchief's Command/Hero's Call board to pick up up "The Legion Returns" again (and then hopefully skip AND turn in this quest before leaving Dalaran again)

If you ever took the portal to Azshara and then flew directly to Dalaran, this quest will automatically have been completed for you, even if you haven't done any of the Legion intro quests yet. Go see Amisi Azuregaze for a Dalaran hearthstone as you won't have one.

Go to Dalaran and find Amisi Azuregaze in the Legerdemain Lounge. Ask for a stone and be happy!

SOLO PLAYERS
if you want easy leveling, almost no chance of dying with the NPCs tanking.
stay in Dalaran before you witness teleportation and kill legion demons.
the infernals are best at about 2% xp so the downside is that it is very slow.
you can fly and hover AFK.
log off and on at will, but not a rested area.

If you are now doing Chromie Time (2023 forward), and you're searching all over Orgrimmar to find the Krin Tor Emissary, go down to the portal room. One of the people standing there is sparking . Click on her and you'll tell her that you're needed in Dalaran and to please portal you there. THAT gets you to the right place.

I was having issues getting this on some of my alts.

You need to go to the board and select "To the broken shores". You will get "The Legion Returns".

Then complete it by going to Stormaxe outside of Orgrimmar or Recruiter Lee in SW.

Then you talk to the npc and select that you have done this already to skip it. He will port you to Dalaran where you will get "In the Blink of an Eye" and the Hearthstone.

If you have the quest "To the dragon isles" the npcs will be phased, so finish it or abandon it.

On my Vulpera I finished the initial quest "For the horde", they send me to talk to Chromie. I select the Legion timeline and "The Legion Returns" automatically pop.

Since pre-patch of The War Within, opening up Legion for the class halls has been severely broken! The only solution I have found is going through Achivist Elysiana in the Voilet Citadel in Dalaran, but still come short to finishing. I went to Archivist Elysiana to start the questing since the Warboards didn’t give the quest for the Broken Shore scenario starting with the quest Legion: The Legion Returns. I have had to make multiple trips to Archivist Elysiana, to continue the questing, The portal in Stormwind keep that is supposed to be there isn’t there and have had to Skyride to Dalaran over Karazhan several times, I get to and finish the quest, Author, Author and get teleported back to Archivist Elysiana ending the questing through her even though the final quest, In the Blink of an Eye still needs to be done and cannot do it currently. The quest is still required to witness the teleporting of Dalaran from Deadwind Pass to the Broken Isles! It is after the completion of this quest you can start the Class Hall, and you cannot do that currently and is very frustrating!
