i got it. Need stay in red circle and we get action button.

If the red circle isn't there then you need to run out of the lodge and back in. If it still isn't there then log all the way out of wow, close it and come back.

If you want to complete this quest and don't have your Artifact weapon equipped in your bag, it will give you an error. A quick work around is to transmog your weapon to the appropriate artifact weapon. It will then let you complete the quest.
