You have to find and bring back to Svergan Stormcloak three items:

Crown of the Forgotten King drops from Nelvek the Ashen that can be found at 69.6 51.8 point.
Stormcloak Signet drops from Ragvar the Plunderer that can be found at 73.6 46.2 point.
Drakerider's Medallion drops from Areg Bloodrune that can be found at 64.6 51.0 point.
