Don't try to do the quest in Dalaran like I did for like 10 mins. It's down in Suramar.

You receive the quest from Khadgar in The Violet Citadel, in Dalaran. (in case you abandoned it)
When you get it, just in front of him appears portal, which takes you to correct spot.

After teleporting through the portal cast by Khadgar to Suramar, use the wand he gave you (Khadgar's Wand) and it will show you where to go. (To be exact, you should head toward the place marked on your map and use the wand near there).

You'll have to kill a few mobs, and eventually the wand will lead you to a clickable area on the ground; click it and ~~Princess Leia~~ Arcanist Thalyssra (the holographic character from before) will appear and say stuff. Continue this process until eventually you are taken through a fight/escort where you're killing mobs, and eventually at the end she'll give you a quest.

This is the quest that will send you to Suramar.

Use Khadgar's Portal
In Suramar use Khadgar's Wand on nodes on the ground.
You can see them on your minimap.
After each use Echo of First Arcanist Thalyssra will spawn and give you directions

Trail of Echoes is part of Nightfallen But Not Forgotten - Nightfall storyline.
You can find more info about storyline in the achievement link
You will aslo need this quest for Good Suramaritan

Wowhead shows that you get Selentia's Mana-Infused Brooch, but i got Cloak of the Everliving Keeper and Ancient Keeper's Brooch in the end of this storyline. I'll fix it on live if i'm wrong

I kept having an issue on the second sparkly bit where the stupid wand would go off to the side and nothing would happen no matter how many times I clicked it. Logging off & logging back on fixed the issue.

Use Khadgar's Wand to find the way you have to move to. When you reach marked area and use the wand. there are rune appears on the ground, interact with it and you'll get some directiond from Thalyssra. There are waypoints for TomTom under the text.
Then you have to defeat Erasmus Moonblade, you can find her at 35.6 55.8 point.
And, finally, you have to find First Arcanist Thalyssra, she's at 34.6 53.5 point under the shield.

Have yet to be able to do this in a party with guildmates... keeps splitting us into different phases/instances...despite the fact that we're not in a scenario... wtf!

If you are using any type of quest addon, you probably need to use Khadgar's Wand directly from your bags for it to work.

If anyone had the same issue I did where clicking the wand wouldn't reveal the clickable area, try dropping the quest and picking it back up. You can use your Dal Hearthstone to go back to the quest giver and then take the portal back so it won't take to long to pick back up.

Clicking the wand button on on the quest tracker to reveal the Blinking Arcane Echo (second echo) send me to Orgrimmar. Seems to be a bug.

Storyline Overview: Suramar was the ancient capital city of the Night Elves empire until the Legion arrived. The Night Elves made a pact with the Legion in return for power, but it was a trap. As destruction approached, the Night Elves created a powerful shield around the city which protected it during the Sundering of the rest of Azeroth into two continents. For a thousand years, they were cut off from the rest of the world behind their shield until the Legion returned; during which time, without food, they fed themselves on Arcane Magic from the Nightwell that they built in the center of Suramar. The Legion offered them their lives in exchange for access to the Nightwell. Some of the Night Elves rebelled, and for their rebellion they were outcast from the city and became known as the Nightfallen. Without access to the Nightwell for nourishment, they slowly withered away into mindless zombies. A few Nightfallen have survived by drinking Ancient Mana which is a liquid form of Arcane Magic, derived from Leylines (energy waves) below Suramar. One of these Nightfallen outcast survivors is Princess Leia Arcanist Thalyssra. This Nightfall questline introduces us to her and the plight of the Nightfallen as well as their need for Ancient Mana to survive and their efforts to organize an uprising to retake control of Suramar. You are asked to help.

This quest leads to an extremely good if inaccurate cut scene regarding Suramar. If you played The Frozen Throne, the expansion to Warcraft 3 - Reign of Chaos, you would have already gone through Suramar as Maiev Shadowsong in pursuit of Illidan on his way to Kill the Lich King.

Quest chain to Shal'Aran starts at Archmage Khadgar in Dalaran:
Magic Message - click Arcane Anomaly and watch the dialogue
Trail of Echoes - click the portal to Suramar. Follow the way, use your quest item Trail of Echoes at the marked areas and click Faint Arcane Echos. Kill Erasmus Moonblade and meet Thalyssra
The Only Way Out is Through - follow her and kill/interrupt the attacking Withered Thirster on the way (you can ignore the other types of withereds)
The Nightborne Pact - click Thalyssra (Video)
Arcane Thirst - go to the middle of Shal'Aran, kill the Eternal Tether and Keeper Selentia after that. Collect 6 Crystallized Ancient Mana
Shal'Aran - follow First Arcanist Thalyssra to the bridge. You can wait for her upstairs, she doesn't need you on her side while she is exploring the area

The Masks We Wear - follow him to 40.3 71.3 and pick up the Enchanted Party Mask from the table. Use it to get the costume (Enchanted Party Mask) and talk to the Masqued Revelers. Take care of High Mage of the Duskwatch. Meet Ly'leth Lunastre and click the dialogue
Blood of My Blood - inspect the Memorial, summon and defeat Anarys. Click his dialoge option and return to Ly'leth Lunastre
Masquerade - use your quest item Mask of Mirror Image, turn in and get your Masquerade button

At first it didn't give me the wand and I wandered around like an idiot unable to figure out where the wand was. If you don't get it when picking up the quest (it will be in your bags) drop it and pick it up again.

Shows this quest as available in Dalaran, yet Khadgar is no where to be found. I've gone all over to where he could be, reset UI, reloaded, un/reinstalled. Any ideas?

Description

The Nightborne could prove powerful allies against the Legion. We must aid this Thalyssra if we can. We should be able to find her by tracking her magical echoes, the same way I found her distress call. I can teleport you near the location where she recorded that message. From there, you must search for ripples in the very fabric of the arcane itself. My wand should do the trick. Follow the sparks it creates--they should lead you to places where Thalyssra used her magic.
