The last hook you need is at /way 45.19 78.84 (On a Bridge)

There you should see Vethir.

The correct grapple to launch to is due south of the tower (it is located at 46.4, 74.4).

The goal of this quest is to get up the mountain path by moving from grapple hook to grapple hook; at first when I saw the tornadoes along the way I worried it might be some awful challenge of having to dodge winds that knock you back (like a certain quest you might remember from back at Temple of the White Tiger at MoP-- I'm just bad at that sort of thing); but it turned out that this wasn't the case. It wasn't bad, sometimes you might aggro a mob or two, but for the most part you avoid the mobs if you just go from hook to hook. There didn't seem to be winds that knock you back or anything.

You can just fly to the starting point and then to Vethir, still counts

Grapple across from the tower and climb to the top of the mountain path.

Description

There, it looks like there's a good spot to launch to right across from here. This path should take you all the way to the top. According to my intel, your dragons should be up there. Let's just hope that they're still in a state to help you.
