This is the "The Fate of Teron'gor" Secrets of the Sargerei part of the In Pursuit of Gul'dan.
Travel to Court of Souls in Talador (44.2, 65.4) and talk to Lady Liadrin to get 2 quests which take place nearby to northeast -> jump into hole in ground (at 46.7, 63.5), clear way to 2 crystals on left & right of the corridor you end up in, click the crystals -> door opens in middle of corridor -> go in, kill Adept Vatrusta -> click on 3 crystals (and avoid lava on ground) -> turn in quest & done -> can take portal back to Vol'mar by doorway.

One of the three new Garrison Campaigns from the 6.2 update and part of the In Pursuit of Gul'dan (A) / In Pursuit of Gul'dan (H) achievement:

Hand of the Prophet (A) / Vol'jin's Headhunters (H) reputation is also rewarded upon completing each of the mini quests (along with gold and loot).

It is entirely random when a player receives the quest.

Travel to 44.3, 65.3 in Talaador
Speak to Lady Liadrin

She will give you the quest Secrets of the Sargerei and The Sargerei Menace

For Secrets of the Sargerei:

From albinoette's post:

1. Enter the Breached Ossuary

Credit when you get to the bottom of the walkway.

2. Destroy (a) east / (b) west Fel Soul Drainers

Follow the green glowing lines and ghosts getting sucked into the crystals at the far ends of each chamber.
You can stay left or right to kill fewer mobs.
Interact with the crystal to destroy it.

3. Investigate the lower chamber

After you destroy the fel soul drainers (part 2), the pathway that was previously blocked by green flames will be open. Go in/down.

4a. Destroy the Corrupted Soul Foci (3)

When you get to the bottom of the ramp from part 3, Adept Vatrusta will be guarding the Corrupted Soul Foci and Gorefiend. Kill her. Avoid her fireball (it can bounce out AND come back).
Once you kill her, Gorefiend will start to throw purple bolts wherever you were just standing, so stay moving (purple ground = bad). Don't fall in the lava (it hurts).
Go around and click all the foci.

4b. Defeat Gorefiend
Once all the foci have been destroyed, Gorefiend yells "Bah! I will return here once Gul'dan has annihilated you." and fades away.

The quest turn in willl be turned in within the chamber and a portal will be provided back to Vol'mar, so don't leave!

You should complete The Sargerei Menance in the process, unless you are just dodging mobs.

Meet Liadrin at Auchindoun in Talador.

Description

Your ally, Liadrin, has sent a missive requesting aid near Auchindoun. The Sargerei have made a new assault there and breached something important. It is no coincidence this happened after Gul'dan's ascendancy. We will watch the front here, commander.
