Hello Guys i get this quest today when i reach 4900/6000 with Domination Point.
After this i get next quest: Find Thrall!

After done this chain u go to Echo isles and reach Honored :-)

Chen is at (71,93)

Took me awhile to find him as the quest indicator didn't show his position for me.

Chen is at 71,93 inside a house, you won't get the mark on the map. To make it easier, the Apothecary Cheng is just outside next to the door.

FYI - don't fly in through the window and walk downstairs wondering why the quest didn't complete, the trigger is walking through the front door

FYI - Don't destroy the letter you receive (grey item) before you walk through the door or you can fly back and get the quest again before you have to fly to the summit again.
