This is the first Pandaren quest after choosing Horde faction.

He is inside Grommash Hold, the largest building in the Valley of Strength in Orgimmar and you will see it in front of you as you enter Orgimmar.

As you enter Orgrimmar, a guard exclaims, "Never thought I'd see one of your kind walk through here."
After a pause: "Come on through. The Warchief's expecting you."
Ji Firepaw follows you around as if you know what you're doing. Guess who's the brains of this operation?

Further in, you pass by Shang'gok who yells, "Look! It's Ji Firepaw and <name>! They're the ones who helped Korga Strongmane escape from the Alliance!"

Nearing 'Emperor Hellscream' you find the Warchief's Command Board, wherein Ji runs ahead and exclaims, "Look at this!" After skimming: "Well, that's good news. Once we join the Horde, we certainly won't run out of things to do." Assuming he survives long enough.

Enter the building behind and you find Garrosh Hellscream, who notices you right away: "Pandaren! Approach."
Your companion runs ahead again and kneels before Garrosh. "Emperor Hellscream, I am Ji..."
Garrosh yells: "That's WARCHIEF Hellscream!" Calming down, he practically growls, "Now, rise. We should talk, pandaren."

Welcome, Fodder. Time to serve the HORDE!

Interesting tidbit: if you had this quest in your logs from prior to 6.0, and proceed to Grommash Hold, both Garrosh AND Vol'jin are present. Talk about awkward.

As of 7.0.3 if you join the alliance you now report to Anduin, oddly though choosing horde you STILL report to Garrosh, though the whole sequence of the fighting ring etc. is gone. Come on blizzard, where's the horde love?

By the way, if you relog here you can finally use the heirloom bike if you have it. Save you all that walking. Basically, the game is stupid and still counts you as a neutral faction even after picking one to join, and won't update until you relog

Note for those who choose Horde during or after Shadowlands: You cannot accept the "Battle for Azeroth: Mission Statement" quest outside of Grommash Hold. It will cause Garrosh Hellscream to not appear, but the quest marker still shows he's in the Hold.

Description

Here we are, <name>... Orgrimmar, heart of the Horde.

We can be helpful beyond the edges of the Wandering Isle. There are innumerable problems out there, just waiting for us to solve them. This is what Master Shang Xi would have wanted.

There's no better place to start doing that than here, with the aid of the Horde. Let's find out who their leader is. We need allies.
