To unlock this quest you must complete all the other quests within Zhu's Watch (cleansing the citizens of the despair).

Part of the quest is to find Zhu's Watch Courier. You must "loot" the courier and then talk to Koro Mistwalker. The courier lays just a few steps away from Koro at 43,43 and is identified when one highlights the body as the Incursion Sentinel. It is hard to tell from the instructions where the courier/sentinel is so hope this helps.

Part of completing Nayeli Lagoon (Mighty Roamin' Krasaranger Achievemnt)
This only unlocked for after I found the treasure!
I had to complete Zhu's watch, Thunder Cleft and Dawnchaser Retreat first.

Not sure what caused it, but after looting the supplies I can't find Koro Mistwalker. I am right where he should be but it appears i am zoned out of the location for some reason.

This appears to be a breadcrumb quest. If you have completed the quest after it, Unsafe Passage, you can no longer turn it in, but it doesn't look like it prevents zone loremaster completion.

Into the Wilds

Locate Koro Mistwalker near the Temple of the Red Crane at the southern end of Krasarang River.

Description

Deep in the wilds rests the Temple of the Red Crane, home of the great Chi-Ji and his most devout followers. I suspect they'll know something about what happened here.

The temple is located on the southern coast of the wilds, where the Krasarang River meets the sea.
