You can find Zazzo Twinklefingers near the north-eastern bridge leading to Gilneas City at 70.0, 40.8.

I'm not sure how easy this will be to follow but the quest is quite easy once you figure out the path to get through solo.

If you want to figure it out for yourself do NOT read this post.

From the bridge take a right then left.
Take a left into the first court yard and distract the pack of 3 when they walk past, hug the right hand wall and BE PATIENT!
When the pats go past sap the one by the waggon i think and go in the middle of all the training dummies. You can go afk here if you need to.
Theres one mob attacking a dummy on the opposite end to where you came in, sap it and continue out of the courtyard to the left.
There should now be a set of stairs just ahead on your right.

Sap the guard at the top on the ledge and wait for the pat to pass you.
Drop down onto the stairs and go across the bridge.

Once across the bridge go right along the river then left into the first door way.
Move around to the right as soon as you come in and you can go strait through the middle of the room and up the stairs and you should be at the boss.

Remember, sleeping guards do not need to be sapped, consider them already sapped.

This way I found is a little easier as a combat rogue:

On the bridge, turn left and jump down into the water. Swim till you are at the bottom of the stairs and the dock. Wait until both pats walk away. There is one on the stairs and one on the dock.

From the water, sap the one guard that does not pat. Jump onto the dock and move a little up the stairs. Now the problem... when you leave the water you become visible. That is why you sap one and wait for the others two pat away. Just wait till you can stealth again then head up stairs. Sap and distract as you go.

Once you are at the top, you will jump down into the street and head to the water. You are half way there and skip most of the guards. The water is a safe area, if you need to afk.

The next path has more guards but I found out a distract will allow you to get near them without being seen. Just use the sleeping guards as a safe stop to move to.

Once you get to the boss, the hard part is over.... lol.... now you just need to kill the boss.

You must make sure you kick Blackhowl's Will and move out of the way for the other spells. Use Recuperate when you need health and you can kite the boss a little during the regen. You can also use kidney shot and Combat Readiness/ Evasion.

If you die on the fight, you can run back to your body without going through the guards again. Just eat in the courtyard away from the boss until you are good to go.

I just completed this quest on my rogue and I found a creative way of doing this really fast.

When you accept the quest you get the eyes "debuff" that Zazzo uses to spy on you.
If you fly he will teleport you back. But there I found a way around this.

From the spot where you get the quest (where Zazzo is) dont go over the bridge, but walk to the South until you loose the eyes "debuff". This will enable you to fly without being teleported back.

Start flying South but dont come too close to Gilneas City.
When you are "under" the City, start flying to the west until you are below the Lord.

If you need to know where the Lord is, look at the map for Gilneas City and see that the circle is made up out of 4 parts, upper left is empty, upper right is next to where you get the quest.

The lower right part is where you want to go. In the middle of this part you see something that resembles a small "castle" (walls with some towers) that's where you find the Lord (coords 64 by 54 approx.)

When ready start flying North, directly towards the boss, but make sure you are not "too" high up in the air.

Now here is the "tricky" part that might take more than one try. You have to watch for the location to change to Gilneas City and this is also the moment you get the eyes "Debuff".
When this happens, or just before, dismount in the air. Since you will have forward momentum you will fall North a bit still. This should either put you very close to the boss location or even next to him.

You can choose to fly high enough to be killed when you land, this means you can just run to your corpse and come to life in the boss area. Or if you fly a bit lower you can survive the fall. I tried multiple times to see if it was repeatable and not just a lucky glitch. Once I corpse ran since I died just outside the area. The other time I waited a teensy bit longer before dismounting and I ended up landing on the roof of the wall surrounding the boss.

If you fly very high you have a bigger chance of not dropping to the floor quick enough, which will cause Zazzo to teleport you back to him again.

This is by far the best rogue quest ever. That including the old quest Westfall which had you sneaking around and pickpocketing the mob for your poisons.

I just did this on my 90 rogue (yeah, I'm a bit slow), and worked very hard not to be seen only to have a mob right before the boss walk inside of my circle.

It seems that the circle was just there as a guide for level 85 players. After I didn't get caught I started letting other mobs into my circle to see how close they could get to me before they say through my stealth. The answer: they can get really close. I could have probably stabbed a few of them with T-Rex arms. So if you are doing this on a 90, don't worry. It's super easy.

Our Man in Gilneas

Seek out Zazzo Twinklefingers near the ruins of Gilneas City in Gilneas.

Description

If you wish to join my cause and slaughter the black dragons in hiding, prove yourself by taking down Hiram Creed. He's amassing an army in Gilneas.

We haven't been able to slip past his defenders, but we've got a man on the scene keeping an eye on him. Zazzo Twinklefingers, a very crafty arcane mage, is waiting for us to contact him just outside of the ruins of the Gilnean capital.

Find him and he'll direct you to the target.
