Once you accept the quest from Lin Tenderpaw, run inside the building in front of you and go up the staircases. High Elder Cloudfall is at the top of the building.

Make sure you go up 2 floors. There is a hard to see staircase once you go up. You will have to go around til the end to find it.

Go to the third floor, second staircase hard to see.

After completing, make sure to go back to Lin Tenderpaw just outside the front door for a new quest.
