ill the southsea treasure hunter and loot the crowbar when it drops and return to 75.75 and use the item

The onscreen quest display will NOT indicate that you have the crowbar - it will say 0/1 - but you well may already have it in your inventory (check). Then 'use' it on the outhouse. I'm embarrassed to say how long it took me to figure this one out...what a waste of time.

It's not on the boat - the Submerged Outhouse is completely in water at 79.6, 75.1

It's not the outhouse at the edge of the riff, but te one that gave you the quest.

To find a crowbar just kill the Treasure Hunter diving near that point. You may have to kill a ton of them to find one.

Just make sure you check when you loot. It doesn't tell you in interface or questhelper and I killed probably like 30 guys AFTER already picking up the crowbar.

You will kick yourself when you realise how easy this was to miss. Go to the outhouse that is underwater - then move forwards towards the gully, there is another one in there with the quest giver. Then kill 2 or 3 of the divers and you should get the crowbar, check your inventory each time otherwise you will just keep killing. Then go back to the outhouse and click the crowbar, you should then be able to complete the quest.

The outhouse is actually in a rift near the visible outhouse (79.5, 75.1). Once you get the quest, kill the Southsea Treasure Hunters until the crowbar drops. When that happens, go back to the outhouse and click on the crowbar. Then click on the outhouse to complete the quest.

In case anyone is still confused, the outhouse is back where you got the quest from the guy underwater. I too was confused until I went back underwater and looked allover for it. I saw the wooden outhouse with the grey ? above it and clicked the wrench on it and it worked.
