You have to get far enough away that you lose the "watchful eye" buff. Then you can use the blackjack.

Click one of the NPCS come back near the quest giver should be far enough the debuf will be gone and then just click the item in ur bag on the NPC and he'll knock out collect and hand in on spot.

Easy quest just walk over to the NPCS, right click, walk back over to near the quest giver & you complete the quest. You need to be as far away as possible from the NPCS to lose the buff.

I've submitted a screenshot of the tower where you'll find the recruits for this quest. Literally just down the road from the quest giver. Click on them, and then lure them back towards the quest giver. When your 'knockout' signals to use, smack 'em and turn in. :-)

Be careful, If your in a raid you won't be able to get the documents. I was like half hour killing guards till I left the raid.

Although you are able to thin the numbers by pulling multiple recruits away and knocking them all out as long as you don't loot the quest item, you can only do so one by one and they unfortunately will start to respawn before you can completely clear the camp out.

News of Ragnaros' emergence has spurred a large wave of recruits to seek membership in the Twilight's Hammer.

If you're to infiltrate the cult, the time is now. We will need recruitment papers -- signed in blood by a referring Twilight member. Lure one of the new recruits away from the group and hit them with this blackjack.

If you're lucky, you'll be able to steal his recruitment papers. Bring them back to me and we'll do our best to alter them.
