The lieutenants are outside the north gate, and on island to the northeast of the gate. Pretty easy kills.

Karga is a little bit harder. There's a shaman that seems to be controlling him (Karga's in a purple bubble beside him, and the shaman seems to be questioning him) that you need to kill before you can attack Karga. Karga has about 1.6k health and hits fairly hard. It's a good idea to kite him as a clothie.

Edit: It's a good idea to pair this quest with Lifting the Siege (Lifting the Siege). The requirements for that quest are right by the lieutenants on the islands.

based on the flavor text surrounding this quest, it would appear as if Rageroar made a hat out of one of the questgiver's worgen friends.

Keep yourself well-healed during the battle with the shaman before killing it, because Karga comes as soon as you finish off the shaman and you'll need a lot of offensive melee and/or magic to take care of it.

This was a pretty easy quest for my level 34 tank warrior; my level 32 shaman died a couple times on the way but once I kept myself healed and entered the final showdowns with 100% of my mana pool it was much easier as I could cast expensive instant heals while I hit with other offensive spells. Climbing the hill through the grunts and lieutenants was actually tougher as they sometimes came after me 2-3 at a time.

When I first saw this quest, I thought the helm had some sort of power to it that Tolliver wanted for himself. After he explained that Rageroar used his brother's scalp as a trophy, I felt so bad...

Moving on, the fight was very easy for me on my level 30 shaman, despite his 2k health.

I found the lieutenants in the same compound as Karga Rageroar, not on a nearby island. FWIW.

Quest is bugged as of 8/17/2013. Bastoon isn't there so the shield stays up and Karga is unattackable. Sad day.

Ladies and Gentlemen,

If it is bugged as mentioned above. Have a friend(real id) that is part of your circle log in on a different character that exists on another realm and invite you to a group. This will phase you to their realm, which hopefully this quest is not bugged there as well, and allow you to complete the quest by killing the needed troll.

Note: If you have multiple accounts you will not need the friend part of this. This may also indicate that you dont have very many friends, a relationship to speak of or much of a life outside this game....I should know.

When I came to Karga Rageroar and Hexmaster Bastoon, I could not attack either one and thus could not complete the quest. Looking here and on battle.net I see that there have been issues with this quest being bugged since at least 2011.

I got around it by accident. While waiting around trying to figure out how to kill the guy, another player came up. Both Bastoon and Rageroar then sprang into action, and I was able to kill them and loot the helmet.

As I am working on the faction quests, I found the questgiver, Tolliver Houndstooth in Northwatch Hold. He is no longer offering this quest to those who have not completed it (lvl 100 shadow priest).

I can confirm that if Bastoon isn't there, you can aggro a nearby mob and let that mob hit you next to Rageroar, and Bastoon will spawn.

Description

I have encountered the Rageroar clan before, <name>. They are led not by an orc, but by a monster - a war-gorged fiend without a shred of decency or compassion. He and his lieutenants must be killed, not just to save Northwatch, but for the good of all of Azeroth.

Karga Rageroar wears a helm. Execute him, <class>, and bring the helm to me. It is of ... particular importance.

Rageroar has made his camp across the chasm, east of here.
