If you happened to have opened the Gently Shaken Present on a character last year, it may be unavailable to you this year on that same one. Might be because they forgot to reset it properly. So either make a new character or wait for a (hopefully soon) fix.
Important notice: The new toys, Toy Weapon Set and Hearthstation have BOTH an alliance and horde version. But you do NOT get both faction versions of it when learning either. You need to hop to the other side and grab it from under the tree. If you do not have an opposite faction character, merely make a trial character and hearth to the capital. Should help those with missing gifts too, saving them from the bother of leveling a disposable character to 10.

Another solution to Gently Shaken present not being available is to create a free trial character (edit: I mean Legion level 100 trial) and use their hearthstone to immediately go to Orgrimmar/Stormwind. Horde characters can pick up their present right there while the Alliance will have to use Deeprun Tram or teleport to Dalaran by skipping the Legion intro quest and go to Ironforge from there. Faster than creating a lvl1 character, anyway.

There are a few other bosses that have been donning holiday garb this event. I've noticed Varithramas, Tyrant Velhari, and Talixae Flamewreath are all wearing Christmas hats. Possibly more I haven't seen.
