Sold by Horatio Mueller <Farrier> in Hatherford just NW of Boralus in Tiragarde Sound.

Also sells Hypersensitive Azeritometer Sensor , & Chemical Blasting Cap.

I'm unsure of other sources as this item was only added in the last build.

Both this and "Chemical Blasting Cap" are sold by Atulanji <Hammer of the King> in the Zandalar capital on the horde side. She's at (43.86, 38.99), near all the other profession trainers.

vendor sells hem for 90 copper for 5 and people throw them up on the AH for like 5g each.
To bad Blizzard didn't add the "sold by vendor" bit to this item

As of this post these can be bought 80c per 5 stack from Layla Evenkeel Engineering trainer Boralus. She is located just past the scrapper machine.
