I found one, which gave a buff, reducing 90% physical damages taken for 2/3 minuts when I clicked it. Then it started to have a blue Aura and buff, that was weird. Maybe we have a hidden thing here. Location is: Azsuna, Isle of the Watchers, 37.12 , 82.15.

When I tried to click the owl five minuts later, to "Activate Warden Owl" (name of the cast), I had the "You can't do that yet"

I'll also post a screenshot with the map and the owl on it.

EDIT: Found another one @ 50.50 , 91.67! That gave me a on use buff, that put mobs in stasis for 8 seconds, on AOE, with 3 stacks, I could get the buff again after clicking it.
EDIT2: I found ANOTHER one @ 46.00 , 84.10 , could click it, but got nothing, "You can't do that yet".

I noticed that some of these statues are pointing towards other owls...so I tried mapping them out so I could click them in that specific order but they don't all line up neither do they always work....

So I'm stumped whether this is a hidden game or was going to be and was scrapped.

Just like Broken Shore..I've explored it but found little that actually had anything. Same for the Great Sea underwater area...huge amounts of panoramic views but only a few mobs which weren't hiding anything.

There are 9 owl statues strewn throughout the Isle of the Watchers. They can be interacted with and when clicked they will give off a mist of one of four different colors and provide a buff correlating to the color. Each buff lasts two to three minutes and assists with combat. If the buff falls off or is used up, you can run over the mist around the statue and the buff will reapply itself. Enemies and friendly NPCs can benefit from the buff as well if they are to come into contact with the mist. You cannot benefit from more than one buff from the statue. After two to three minutes the colored aura will dissipate and when you attempt to interact with the statue again it will fail to activate and you will instead get a message saying "You can't do that yet.". They seem to have a recharge rate and will eventually become non-interactable all together.

Statue Buffs
Focuses Senses - Statue gives off a red mist and when standing in the mist you gain a tick of the stacking buff. 140% critical strike at full stacks (30). (Enemies will benefit from this buff!)
Suppression - Statue gives off a purple mist and upon standing in the mist you will gain an extra action button with five charges that will put a debuff on enemies upon use, decreasing their damage done to you by 50%.
Stasis Field - Statue gives off a green mist and when standing in the mist you gain an extra action button with three charges. When used you get a small targeting reticle that will stun any enemy and be immune to all damage for a small amount of time. This ability will not affect other players or friendly NPCs but will affect you if cast under yourself.
Augmented Armor - Statue gives off a blue mist and when in the mist you will gain a buff that decreases physical damage by 90% for 2 minutes. (Enemies will gain this buff!)

There's another statue at 41.92, 89.08 - in a small cave with spiders. :)

Maybe using sira extra cloak (the toy) has something to do with this secret?

For anyone looking at these as a possible secret:
I did some experimenting but don't yet have much to offer. While I kept track of which statues gave which buffs, I was unable to find a consistent pattern. Several hypotheses bubbled up while testing (117 statue clicks total, 36 gave buffs):

~~A pairing of a buff and a statue will not show up again until all combinations have been exhausted.~~ Disproven. After seeing about 50% of the possible combinations, I began to see occasional repeats.
~~Upon running into a particular combination a second time, the pattern following the first incidence should also repeat.~~ Disproven. The following combinations (both including and excluding failed attempts, i.e., "You can't do that yet.") appeared to be random after several trials.
The same statue cannot produce buffs twice in a row. Possible. I found no contradictions in my limited sampling.
The same buff will not be offered twice in a row. Possible. I found no contradictions in my limited sampling.

Note that my testing did not include that I consistently received the buff (as a druid in flight form, I could activate the statues in flight, away from the effect), nor did I time the intervals between clicks. Further testing is needed.

edit:
Considering that about 31% of the time I was able to find a statue with a buff, I do not believe that only one statue has a buff available at anyone time. As I could not run into the same buff twice in a row, and 31% is close to 1/3 and a third of 9 (total statues) is 3, I believe that at any one time, 3 buffs are available and the 4th is inactive. Once another buff is found, the newly found buff becomes inactive and the previously inactive buff becomes available on one of the other statues.
