The spinning blades aren't despawning after a wipe.

1. Avoid spinning blades
2. he has a directional barrier that prevents damage that slowly spins around him, move around him so you can do damage, melee can simply exist inside of the boss.
3. He'll mark someone and put them in a cage and take DoT damage, that person has to run far away. The boss moves slowly toward them dealing constant damage in front until they die or are freed. Also the cage explodes for a bunch of damage to everyone. You can also use an immunity to prevent it.
4. Someone will randomly have their weapons disarmed and silenced, just find your weapon and run over it to pick it up.

Zo'phex (the first boss!) in the dungeon Tazavesh, the Veiled Market drops one color variant of new, awesome-looking plasma swords available in Shadowlands:
The light blue Interrogator's Flensing Blade and Blade of Grievous Harm, both with the same color and style (so double the tiny chance to obtain the appearance - yay!), and the only color variant available outside of Zereth Mortis!
The drop chances are supposedly 1.11% (Interrogator's Flensing Blade) and 2.01% (Blade of Grievous Harm).
I call the swords "plasma" because the "blade" ripples and moves like it's made of plasma -- a very cool animation!

According to Wowhead -- Classes / specializations for whom these two swords can drop from Zo'phex are:
Interrogator's Flensing Blade: Rogue (Outlaw) - Monk (Brewmaster / Windwalker) - Demon Hunter (Havoc / Vengeance)
Blade of Grievous Harm: Paladin (Protection) - Warrior (Fury / Protection) - Death Knight (Frost)

The other four color variants --all of which are obtained only in Zereth Mortis-- are:
The neon green Enlightened Botanist's Machete, dropped by Gluttonous Overgrowth (supposedly a 6.3% drop rate, according to Wowhead),
The golden yellow Hirukon's Radiant Reach, dropped by our favorite jellyfish, Hirukon (supposedly a 10.06% drop rate, according to Wowhead),
The bright red Xy'rath's Signature Saber, dropped by Xy'rath the Covetous (supposedly a 5.35% drop rate, according to Wowhead), and
The lavender purple Anima-Siphoning Sword, dropped by The Engulfer (supposedly an 8.17% drop rate, according to Wowhead).

The color variants available in Zereth Mortis are not bound by the same class / spec restrictions as the two light blue swords; as long as your class can transmog it, you will automatically collect the appearance when you loot the swords. However, of course since they are not those absolutely lovely new, pink "Cosmetic" transmog gear (which are Bind on Account or even Bind on Equip - lovely!), these swords are Bind on Pickup / Soulbound and cannot be sent to another character. So if you want these swords, farm these rares on classes that can transmog swords -- my mage has collected ~~3 out of 4~~ all 4 of them! (Yay!) :D

Just FYI, his Containment Cell ability is unavoidable if you're trying to solo him. Advised to bring a friend so there's always one of you able to break out the other.

Does he no longer drop loot? I soloed him in heroic and mythic; didn't drop any loot but gold.

edit: forgot, this dungeon does personal loot drops instead of group

Overview – Zo'phex has authorized the use of deadly force, deploying his own limbs as [Armed Security] while confiscating suspicious weapons with [Impound Contraband].
Upon reaching 100 energy, Zo'phex singles out a random player for [Interrogation].
- Damage Dealers –
  Destroying a [Containment Cell] interrupts [Interrogation].
  While disarmed from [Impound Contraband] players are silenced and pacified until retrieving their weapon from the battlefield.
  [Rotary Body Armor] absorbs all damage taken if between players and Zo'phex.
- Healer –
  [Armed Security] move dangerously around the battlefield.
  While disarmed from [Impound Contraband] players are silenced and pacified until retrieving their weapon from the battlefield.
  [Security Measure] inflicts heavy damage to the party when a [Containment Cell] is destroyed.
- Tank –
  Zo'phex can be positioned during the cast of [Interrogation] before players are trapped at their current location within a [Containment Cell].
  [Fully Armed] increases Physical damage done.
  [Armed Security] move dangerously around the battlefield.
Interrogation – Zo'phex fixates a marked player for Interrogation, detaining them within a Containment Cell while slowly advancing towards them.
While advancing, Zo'phex's blades inflict 35 Arcane damage directly in front of the caster.
- Containment Cell – The target of Zo'phex's Interrogation is Stunned within a Containment Cell. Destroying the Cell ends the Interrogation and triggers a Security Measure.
  - Security Measure – The Containment Cell initiates a final security measure upon collapsing, inflicting 115415 Arcane damage to all players.
Armed Security – Zo'phex's arms detach from his torso and begin to whirl violently, inflicting 98927 Physical damage every 1.5 sec to nearby players within 6 yds.
Fully Armed – Zo'phex replenishes the limbs of his torso, increasing Physical damage done by 25%.
Impound Contraband – Zo'phex confiscates a player's weapon, silencing and pacifying them until they retrieve it.
- Vigor – Retrieving your weapon emboldens you, increasing Haste by 25% for 6 sec.
Rotary Body Armor – Zo'phex is protected by rotating body armor activating once wounded. While this armor is between players and Zo'phex, it absorbs all attacks.
