To activate this rare you need to

Find Fragile Humility Scroll in the area
You can find scrolls all over the area, mostly search near the statues and inside buildings

Use scroll on Aspirant Eolis and he will give you Aspirant's Belongings treasure chest as a reward

The chest contained from this rare gave me 6 Roster of the forgotten - worth 5 anima each, as well as 88 silver 88 copper.

The scroll was seen floating in air when I obtained it from one of the coordinates mentioned below, spear is not a guaranteed drop.

The target of a special encounter needed to complete the Adventurer of Bastion achievement, Aspirant Eolis is found lying among a number of his fellows in the center of the Court of Elation. Take the flight to the Terrace of the Collectors and head southwest towards the hexagonal structure positioned just northeast of the large lake outside of the Citadel of Loyalty.

Use the nearby Fragile Humility Scroll to read an excerpt and save Aspirant Eolis from the Forsworn recruiting efforts. The scroll is very fragile and crumbles five (5) minutes after being picked up.

I've personally found the Scroll in several different locations within the Court of Elation so it doesn't appear to have a fixed location. I've provided verified coordinates and descriptive locations below and will update as needed.

After going around to all the waypoints described in the other comments and failing to find the scroll, just know this:

The scroll only spawns if you see a star in the middle ring, which is where you're supposed to read the scroll to get the chest.

Appears to be bugged. NPC / Star appear on map, scroll does not spawn.

Found today inside the building at /way 32.07, 21.21 Just right of the table.

All you need to do to get credit for the achievement is to loot the chest that spawns. You can still get credit if someone else uses the scroll.

There's a chance reading the scroll won't save Eolis - when I did it, they said "No... you cannot possibly understand! Only the Forsworn know my pain!", and then I had to fight them to the death. The rewards could be looted from their body.

Ran around killing mobs for 10-15 minutes. I finally found the scroll and defeated the rare. Dropped Sanctified Skylight Leaf x4. If not for the achievement this wouldn't be worth it...

Dont bother doing it for the Call to Bastion,doesnt count for the calling percentage.

This thing has been bugged a long time. I've seen the star up multiple times. The scroll has never been there.

Alright, just found it today by the entrance to The Citadel of Loyalty. It seems that the scroll itself is transient and can be found anywhere in the immediate surrounding area. If the star leaves your minimap you've gone too far and need to tighten your search.

The scroll is definitely a purple-hued sheet of paper either hanging in the air or stuck on the side of a plinth (or similar).

Looked everywhere, nothing.
After speaking with him and searching again it was visible immediately at one of the spots.
MAY need to interact with him in order to see scroll
Edit: Few days farming and you definitely don't NEED to interact with him before finding the scroll, but the odd time I couldn't see it interacting with him helped spawn it

YOU DO NOT NEED TO BE LEVEL 60 TO INTERRACT WITH THE SCROLL! (I am level 70)

All though after 2 months I only ever saw the scroll today! One time!

Edit: Level 80 is also fine.
